A Special Meeting of Town Council was held today at 5 P.M. in the Council Room and was
attended by Mayor Brown, who presided, and Councilmen Hosti, Waters, Lovell, Meddin,
Town Attorney Solms, Jr.,Superintendent Reed...
The meeting was called for the purpose of discussing and acting on matters in connec-
tion with the proposed work on the bee Road from Lazaretta Creek South to 16th Street
by the State Highway Department. The Mayor informed Council that it would be necessary
to clear the Right of Way on Butler Avenue of utilities poles, water and sewer mains
and also encroachments of some property owners and that it will be necessary to take out
the plot on Butler Avenue and that a sidewalk on each side of Butler Avenue will be laid
with the State Highway Department agreeing to take care of all drainage back to the
creeks, will install large mains if necessary in place of the present mains. The Mayor
asked Superintendent Reed if the present sewer lines would take care of future needs,
Mr. Reed stated that for some of the lines it would be necessary to install 8 inch mains.
He suggested having the same sewerage set-up all the way down Butter Avenue on both
sides. The Mayor stated that the right -of way would have to be cleared before the con-
tract is let and that the State Highway Department will cooperate. Mr. Solms stated
that it would take a little time to get the obstructions removed, Councilman Meddin stated
that the property owners would want assurances that the project would go through.
Councilman Lovell stated that those encroaching should be required to move said encroach-
ments right away.
Councilman Meddin stated that a Resolution should be passed regarding the removal -of
encroachments, any sign posts, etc.,must be moved from the Highway, Mr. Solms stated
that ve should ascertain how many are encroaching on Butler Avenue and that those who
are encroaching should be contacted now and that service station pumps should be a
minimum of twelve feet back from the streets. The Mayor stated that Mr. O'Dell in-
formed him that it might take six (6) months before the work is started.
The Mayor informed Council that the State Highway Department wants 440,000 cubic yards
of sand.
It was moved, seconded and passed that the following Resolution be adopted:

AN ORDINANCE
AN ORDINANCE TO ESTABLISH SPEED LIMITS ON FIRST AVENUE.
SECOND AVENUE AND LEWIS AVENUE IN THE TOWN OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA: TO PROVIDE PENALTIES FOR
THE VIOLATION THEREOF: AND FOR OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee
Island, Georgia, in council assembled, and it is hereby ordained by authority
of the same as follows:
SECTION is That the speed limit on First Avenue from First Street
on the North to the southern extremity of First Avenue, shall be fifteen (15)
miles per hour.
SECTION 2s That the speed limit on Second Avenue from First Street
on the North to the southern extremity of Second Avenue, shall be fifteen (15)
miles per hour.
SECTION 3* That the speed limit on Lewis Avenue from First Street
on the North to the southern extremity of Lewis Avenue, shall be Fifteen (15)
miles per hour.
SECTION 4: That any person or persons violating any of the provisions
of this ordinance shall, upon conviction thereof, be subject to be findd not to
exceed 'a 00.00 and imprisoned not to exceed 30 days, either or both, in the
discretion of the Court.
SECTION 51 All ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
