A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT NORTH G
STREET AND U.S. 27 NORTH
WHEREAS the zoning map designates lots numbered 46, 47, 48, 49 and 50 in Elizabeth Starr's
6th Addition to the City of Richmond, Indiana, as R-3 One to Eight Family
Residence District, and
WHEREAS it is desirable to change the zoning designation to C-2 Commercial District to
conform to the uses of adjacent property and the Master Plan for land use adopted in
1991,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of lots numbered 46, 47, 48, 49 and 50 in Elizabeth Starr's 6th
Addition to the City of Richmond, Indiana, be and is hereby changed to C-2 Commercial District.
Passed and adopted this _ day of September, 1992 by the Common Council of the City
of Richmond, Indiana.

Dear Mr. Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on.Tuesday, August 25,
1992 on the petition of John W. Whalen Jr., Jack Edelman, Matt Nepote and J. Steven Porter
Requesting a rezoning of the Hooks Drug store property at 927 N. 8th Street from C-2 to C-4
and the rezoning of building lots immediately South of the Hooks Drug store fronting on North
"G" Street from R-3 to C-4.
The Agent for the owner amended the petition on the floor to request C-2 zoning for the lots
fronting on North "G" Street only. Those lots are legally described as #'s 46-47-48 and parts
of 49 and 50 of Elizabeth Starr's 6th addition.
14 letters were sent to adjoining property owners. Two (2) were returned opposed to the C-4
request and Councilwoman Lundy spoke at the meeting in opposition to the request.
The Plan staff recommended approval of the amended petition and the Planning Commission voted
unanimously, (10-0) to recommend approval of their request to Common Council.
