EXTRACT OF THE MINUTES OF A MEETING OF THE TOWN BOARD ADOPTING
A RESOLUTION AUTHORIZING THE APPOINTMENT OF A DEPUTY SUPERVISOR
FOR THE TOWN OF IRONDEQUOIT
At the organizational meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York, held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 3rd day
of January 2023 at 4:00 P.M. local time; there were:

Town Board Member ______ offered the following resolution and moved its adoption:
WHEREAS, New York State Town Law mandates an Organizational Meeting to be held in
January of each year for the purposes of adopting annual accounting procedures; and
WHEREAS, The Town deems it necessary to further ensure the organization of Town function
by making appointments that guarantee the continuation of daily operations; and
WHEREAS, Section 42 of New York State Town Law authorizes the Town Supervisor to
appoint a Deputy Supervisor to preside, when present, at the meetings of the Town Board and to
be vested with all of the powers and to perform all of the duties of the Supervisor when the Town
Supervisor is absent or unable to act; and
WHEREAS, pursuant to Resolution 2021-229, the Town Board established a salary for the
Deputy Supervisor, such salary applying only during periods when the office of the Supervisor is
vacant.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Irondequoit
hereby appoints John Perticone as Deputy Supervisor.
BE IT FURTHER RESOLVED, that John Perticone shall take and subscribe before an officer
authorized by law to administer oaths on this county the Constitutional Oath of Office and such
other oaths as may be required by law.
This resolution shall take effect immediately upon its adoption.

County, New York, held at the Town Hall, 1280 Titus Avenue, in said Town of
Irondequoit, on the 3rd day of January 2023 at 4:00 P.M. local time; there were:

Town Board Member ______ offered the following resolution and moved its adoption:
WHEREAS, New York State Town Law mandates an Organizational Meeting to be held
in January of each year for the purposes of adopting annual accounting procedures; and
WHEREAS, pursuant to Section 29 of New York State Town Law, the Town Board may
require checks disbursing money belonging to the Town to be countersigned by the Town
Comptroller; and
WHEREAS, the Town Board deems it desirable to have checks so countersigned.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of
Irondequoit approves the requirement of having all checks disbursing money belonging
to the Town to be countersigned by the Town Comptroller.
This resolution shall take effect immediately upon its adoption.

ADOPTING A RESOLUTION TO BOND TOWN OFFICERS, CLERKS, AND
EMPLOYEES
At the organizational meeting of the Town Board of the Town of Irondequoit, Monroe
County, New York, held at the Town Hall, 1280 Titus Avenue, in said Town of
Irondequoit, on the 3rd day of January 2023 at 4:00 P.M. local time; there were:

Town Board Member_____ offered the following resolution and moved its adoption:
WHEREAS, New York State Town Law mandates an Organizational Meeting to be held
in January of each year for the purposes of adopting annual accounting procedures; and
WHEREAS, the Town deems it necessary to further ensure the organization of Town
function by making appointments that guarantee the continuation of daily operations; and
WHEREAS, Public Officers Law §11(2) provides that the Town Board may approve the
procurement of a blanket undertaking from any duly authorized corporate surety covering
the officers, clerks, and employees of the Town.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of
Irondequoit approves the blanket bonding of the officers, clerks, and employees of the
Town.
This resolution shall take effect immediately upon its adoption.

County, New York, held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on
the 3rd day of January 2023 at 4:00 P.M. local time; there were:

competitive bids pursuant to the Town’s Procurement Policy and applicable law.

Town Board Member _____ offered the following resolution and moved its adoption:
WHEREAS, the Town Board desires to delegate to the Supervisor, Rory Fitzpatrick, the
authority to hire seasonal, on-call, part-time and temporary employees for the Town for
the year 2023; and
WHEREAS, Town Law § 29(16) provides that the Supervisor may exercise such powers
on behalf of the Town Board as provided by resolution of the Town Board.
THEREFORE, BE IT RESOLVED, that the Supervisor is hereby authorized to appoint
seasonal, on-call, part-time and temporary employees of the Town for the year 2023, based
upon the recommendation of appropriate staff.
This resolution shall take effect immediately upon its adoption.

REAPPOINTMENTS TO HISTORIC PRESERVATION COMMISSION
At the organizational meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 3rd
day of January 2023, at 4:00 P.M. local time; there were:

Town Board Member _____________________ offered the following resolution and moved its
adoption:
WHEREAS, the Irondequoit Historic Preservation Commission (the “Commission”) serves the
Town as set forth in Chapter 236 of the Town of Irondequoit Town Code; and
WHEREAS, the Town Board of the Town of Irondequoit desires to affirm that the Commission’s
members are in good standing and will serve terms as per Irondequoit Town Code §236-3(A).
Specifically, selected members shall serve staggered terms of seven years, six years, five years, four
years, three years, two years and one year; and
WHEREAS, the Commission has consisted of the Town Historian and the following members:
Jennifer Ahrens, Sara Corona, Christopher Brandt, (Chair); Mark Johns, (Vice Chair); Greg Walther,
Bruce Dumbauld, Thomas Knauf (collectively, the “Commission Membership”).
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Irondequoit hereby affirms, and to the extent necessary reappoints, the Commission Membership as described in Exhibit A attached.

Town Board Member _____________________offered the following resolution and moved its adoption:
WHEREAS, a member position on the Irondequoit Planning Board has become available; and
WHEREAS, the Town advertised the open position and received several applications;
WHEREAS, after review of the applications, Town Staff interviewed candidate Mr. John T. Caterino
regarding his desire to volunteer as an Irondequoit Planning Board member, and
WHEREAS, Mr. Caterino’s resume, a copy of which is attached, indicated the knowledge and
experience Mr. Catarino will bring to the open position on the Irondequoit Planning Board, and
WHEREAS, Town Staff recommends that the Town Board fill the open position by appointing Mr. John
Caterino to serve until the term expires on December 31, 2029.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Irondequoit hereby
approves the appointment of:

WHEREAS, the Town Board appointed James S. Hinman to serve as Chairman of the Irondequoit
Zoning Board of Appeals in 2007, and thereafter reappointed him to serve as Chairman, and such term
expires December 31, 2022; and
WHEREAS, the Town Board desires to re-appoint James S. Hinman as Chairman of the Zoning Board of
Appeals with a term expiring December 31, 2024.

WHEREAS, the Town Board appointed Lou Englert to the Irondequoit Zoning Board of Appeals as a
member in April of 2022, with his term expiring on December 31, 2022; and
WHEREAS, Lou Englert has served on the Zoning Board of Appeals for an eight-month period and is a
member in good standing; and
WHEREAS, the Town Board desires to reappoint Lou Englert to the Irondequoit Zoning Board of
Appeals, with his new term to expire on December 31, 2029.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Irondequoit hereby
approves the appointment of:

WHEREAS, a position of Zoning Board of Appeals member is currently vacant due to a
member’s resignation; and
WHEREAS, pursuant to Town Law Section 267(8), where there is a vacancy on the Zoning
Board of Appeals, the Town Board shall appoint a member for the unexpired term thereof; and
WHEREAS, the Town Board desires to fill this vacancy by appointing Cecil A. Johnson,
current Zoning Board Alternate member, to serve as Zoning Board of Appeals member, for the
term which will expire on December 31, 2025.
NOW, THEREFORE, BE IT RESOLVED, that the Irondequoit Town Board approves the
appointment of:
Cecil A. Johnson to the Zoning Board of Appeals for the term to expire December 31, 2025.

A RESOLUTION MAKING AN APPOINTMENT TO THE DEER MANAGEMENT
PROGRAM BOARD
At the organizational meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 3rd
day of January 2023 at 4:00 P.M. local time; there were:

Town Board Member______offered the following resolution and moved its adoption:
WHEREAS, pursuant to Irondequoit Town Code § 93-1(J), which implements Bow Hunt
Regulations for purposes of the Town Deer Management Program (“the Program”), there shall
be a Deer Management Program Board (“DMPB”); and
WHEREAS, one of the members of the DMPB shall be a Town resident, who cannot be a
hunter in the Program and who shall be selected by the Town Board; and
WHEREAS, there is a vacancy in the position of resident-member to the DMPB, for the term of
October 16, 2022 through December 31, 2023; and
WHEREAS, the Town Board wishes to re-appoint Marcy Tiberio to the DMPB to serve as the
resident member, effective from October 16, 2022 through December 31, 2023.
NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of Irondequoit
approves the following appointment:
Marcy Tiberio as Member of the Deer Management Program Board for the term of October 16, 2022 through December 31, 2023.
