The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attenddd by Mayor Brown, who presided, and Councilmen Peters, Waters, Hutton, Lovell, Meddin, Hosti, Town Attorney Solna, Jr.,Chief MoCutchen, Supt. Reed, Mr. Beavers, Mr. Branch, Mr. Oakes, Mrs. Mary Hogan, Mrs Ann Pride, Sam Davies and Johnny Spahos. Mr. Branch is negotiating for the purchase of a portion of Lot 119, Ward 1, which is 60 x 60 feet and the building code does not permit erection of a building on a lot less than 50 x 70 feet. Mr. Branch stated that the size of the building he plans to erect would comply with the building code in connection with this lot. Mr. Branch was ex- cused. It was moved, seconded and passed that he be permitted to build on this 60x60 foot lot. Mr. Oakes appearing for Mrs. Ann Price requested permission to add three additional feet to a building he is planning to erect for Mrs. Price which will bring it closer to the adjoining property line that the building code allows. They were excused. It was moved, seconded and passed that if the building be turned around so as to run parallel with Chatham Avenue it would be approved. Mr,. Davies again requested that he be issued a license to sell beer at his place, of business at Lazaretta Creek. Mr. Davies was excused. It was moved, seconded and passed that his request be denied. Mr. Spahos requested that he be granted a beer license for the coming 1959. season to sell beer on Tybrisa Pavilion. He stated that his lease on Tybrisa Pavilion expires next year and that'he would like to know if he will be granted permission before he takes up the matter of signing a new lease. Mr. Spahos was excused. It was moved, seconded and passed that the request be denied. Mr. Beavers of the Southern Bell Telegraph & Telephone Company discussed with Council the matter of dial telephones at the beach. He stated that it would cost at°least $100,000 to install dial telephones requiring among other things the erection of a new building and stated also that the dials would mean increased rates for the users. Councilman Meddin asked him if the users would accept the rates how long would it take and Mr. Beavers stated about four years. Mr. Beavers also stated that by installing dial telephones here it would cause a loss of about $18,000 per year to the community. Councilman Hosti wanted to know if the population doubled in a reasonable time woull they install dial telephones quicker. Mr. Beaver stated that they would. Council thanked Mr. Beavers for coming down and enlightening them in this matter and he was excused. Minutes of the meeting of November ].2th and November 26th were read and adopted. The Mayor submitted a model of a proposed new town jail and court room showing to council which also included a small building for the servicing of parking meters in the Fort Screven Area. The estimated cost varied from fifteen to thirty thousand dollars. No action was taken at this time. Attention was called to the two old towers, one at Fort Screven on top of the old gun emplacements and the other at south end at Butler & Chatham Avenues formerly used by the U. S. Government as observation towers,. It was the opinion of Council that as these towers are not used any more that they be removed. The Mayor asked Supt. Reed what was the status of the Nineteenth Street jetty, and Mr. Reed stated that work was still being done on it when tides permitted. 164 Councilman Lovell stated that the Tilton Street and First Street groins were in bad shape and should be given some attention and also that the water tower needs to be repainted. He also stated that the Water Department needs a new pump at Fort Screven and that he would get prices on this. 'F„ Superintendent Reed reported that the sewer line on Chatham Avenue running from Jones Avenue to the boat landing was in bad shape and that some of the pipe had worn very thin. It was moved, seconded and passed that bills for General Government for the month of November amounting to $2,892.93 and bills for the Water Department amounting to $313.15 be paid. The Mayor informed Council that the DeSoto Beach Hotel was in arrears for taxes and -water charges which amounted to a considerable sum. After some discussion it was decided that Mr. Solms would handle the matter with the hotel owners. The Mayor also called the attention of Council to about seven delinquent water consumers and also to back taxes. It was decided that after the first of the year a drive started to collect both back taxes and water accounts. Councilman Hutton reported that he had talked with Fire Chief Burke about the building used for Teen Town activities and Chief Burke was of the opinion that it was a fire hazard -. He informed Mr. R. H. Thompson of this and asked if the State Fire Inspector should come down and inspect it and make recommendations. It was decided that thisbe donee 1 Councilman Hosti made a motion that the annual Christmas gift of tobacco and cigarettes be given to the guards and prisoners at the camp. It was seconded and passed. III Councilman Hosti moved that the old Buick Ambulance be sold, this was seconded and passed. The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attended by Mayor Brown, who presided, and Councilmen Hosti, Vaters, Hutton, Love 11, Meddin, Chief McCutchen, Superintendent Reed, Mr. Johnny- Spahos. The minutes of the meeting of December 10th were read and adopted. Mr. Spahos again appeared before Council and requested that to reconsider their.decision denying him a license to sell beer on Tybriaa Pavilion. He presented a sketch showing several areas that will be fenced off one of which will be used only where beer is served and that minors would not be allowed in this area. He stated that his place will be conducted in an upright manner and he will not allow things to get out of bounds, Mr. Iipahos was excused. After some discussion of the matter it was moved, seconded and passed that he be permitted to sell beer on Tybrisa Pavilion effective May 1, 1959.
