A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 2105 WEST -
NATIONAL ROAD
WHEREAS the zoning map designates the property located at 2105 West National Road as C-2
Commercial District, and
WHEREAS it is desirable to change the zoning district to C-2SU Commercial Special Use
District to permit the installation of a motor vehicle service station,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning classification of 2105 West National Road, more particularly described in attached
Exhibit A is hereby changed to G-2SU Commercial Special Use District to permit the installation of
a motor vehicle service station as provided in Article 31.023 of the Zoning Ordinance and in
accordance with the provisions of Articles 44 and 48 thereof.
Be it further ordained that the site plan and conditions of approval marked thereon in attached
Exhibit B are made a part hereof.
Passed and adopted this 0 day of September, 1992, by the Common Council of the City of
Richmond, Indiana.

Being a part of Fractional Section 1, Township 13 North, Range
2 West in the City of Richmond, Wayne County, Indiana, and
being more particularly described as followsr.'
Beginning at a point in the centerline of United States
Highway Number 40, said point being 1381.21 feet north 00
degrees, 47 minutes and 00 seconds east of.a marked stone
found and 1330.84 feet south 81.degrees, 06 minutes and 30
seconds west along the centerline of said United States
Highway Number 40 from the intersection of said centerline
with the east line of the Northeast Quarter of Fractional
Section Number 1, and running thence from said beginning
point, north 81 degrees, 06 minutes and 30 seconds east, along
the centerline of said United States Highway Number 40, 2.36.57
.feet to a point in the west line of Southwest 21st Street
extended; thence south 02 degrees, 13 minutes and 30 seconds
west, along the west line extended and along the west line of
said Southwest 21st Street, 214.89 feet to a cross cut in
concrete; thence south 81 degrees, 02 minutes and 45 seconds
west, 231.13 feet to an iron rod found; thence north 00
degrees, 47 minutes and 00 seconds east 216.16 feet to the
place of beginning, containing a total area of 1.133 acres
there being 0.217 acres in the right-of-way of United States
Highway Number 40, leaving a net area of 0.916 acres..

Re: Ordinance No. 57-1992
Dear Mr. Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on Tuesday, August 25,
1992 on the petition of Vigran Realty , agent, Lowell T. Weidner, requesting a special use to
permit a motor vehicle service station in the C-2 zoning district under article 31.031 of the
Zoning Ordinance at 2105 West National Road ( formerly Frisch's Resturant).
Six (6) letters were sent to adjoining property owners and one was returned in opposition to
the request.
The plan staff recommended approval of the request noting that the agents have worked closely
with the Police, Fire, and Engineering Departments of the city to ensure the safest possible
development of the site from the standpoint of traffic, fire safety, enviromental and storm
drainage control.
The Commission voted 8 to 2 to recommend approval of the request on the condition that the
site plan be modified to provide a green buffer along the South property line at least 4 feet high
and that plantings not more than 2 feet high be added to the eastern and western most islands
fronting on National Road West. Also the amended site plan was to be marked exhibit "A" and
made a part of Ordinance #57-1992.
