A SPECIAL ORDINANCE AMENDING ORDINANCE NO. 3271-1977, A
PLANNED RESIDENTIAL UNIT DEVELOPMENT AT 2030 CHESTER
BOULEVARD
WHEREAS Ordinance No. 3271-1977 authorized a planned residential unit development
pursuant to Article 45 of the Zoning Ordinance at 2030 Chester Boulevard,
Richmond, Indiana, and
WHEREAS it is desirable to permit the addition of sixteen duplex residential units at said
location,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the final development plan attached hereto as Exhibit A for sixteen duplex residential units in
addition to the original planned residential units at 2030 Chester Boulevard, Richmond, Indiana, is
hereby approved and the owner and developer thereof, Friends Fellowship Community, Inc., is
authorized to proceed with development in accordance with the provisions of Article 45 of the
Zoning Ordinance, being Chapter 154 of the Richmond Code.
Passed and adopted this 0 - day of September, 1992, by the Common Council of the City of
Richmond, Indiana.

Re: Ordinance No. 58-1992
Dear Mr. Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on Tuesday, August 25,
1992 on the petition of Friends Fellowship Community, agent, George M. Sowers requesting an
amendment to special use ordinance #3271 1977 which created a Planned Unit Development.
This request adds eight (8) structures or 16 housing units to the original plan and was included
in the 1977 plan as a future development area.
The architect and engineer have worked closely with the Fire, Police, Sanitation, Engineering,
and Plan Departments to perpare this site plan which meets the approval of the above mentioned
departments.
Notices were sent to adjoining property owners regarding the request and the hearing. No
opposition was encountered from the community.
The .Planning Commission Voted (1 Q-0) to recommend passage of this ordinance by Council
on the condition that the new site plan be marked exhibit A and be made a part of Ordinance #58
1992.
