HomeMy Public PortalAbout2019.103 (08-20-19) RESOLUTION. 2019.103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A CONTRACT WITH REWARD STRATEGY GROUP TO PROVIDE A CLASS AND COMPENSATION STUDY WHEREAS, the City Council approved a Memorandum of Understanding with the Lynwood Employees' Association; and WHEREAS, the MOU contained a provision that the union and the City will jointly conduct a class and compensation study of LEA classifications; and WHEREAS, the City of Lynwood values its employees and believes that maintaining positive employee relations is a fundamental operating belief; and, WHEREAS, there are no current existing contracts to provide these services; and, WHEREAS, Reward Strategy Group has extensive experience conducting classification and compensation studies for cities through-out Southern California; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: Section 1. That the City Council authorizes the Mayor to sign an Agreement with Reward Strategy Group for a period of September 1, 2019 through June 30, 2021, for an amount not to exceed a $27,800, subject to budget availability, and in a form approved by the City Attorney. Section 2. That the City Council authorize an additional appropriation for a contingency up to $7,200 and authorize the City Manager to spend the additional monies should be it necessary. Section 3. Lynwood Municipal Code Section 6-3.13(a)(3) provides exception to competitive bidding of any kind if the City Council finds by resolution by not less than four- fifths (4/5) of its members, that such acquisition may be more economically and efficiently effected through the use of an alternate procedure. Section 4. That the City Council finds that the selection of Reward Strategy Group is economical and efficient to meet the immediate needs of the Human Resources Department to ensure that the City complies with the requirements in its labor agreements; and, Section 5. That this resolution shall take effect immediately upon its adoption. 1 PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the City of Lynwood, California this 20th day of August 2019.
