A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 650 PROGRESS
DRIVE
WHEREAS the zoning map designates a part of the northeast quarter of section 30, township 14,
range 1 west, containing 2.592 acres, located at 650 Progress Drive as C-4 General
Business District and M-2 General Industrial District, and
WHEREAS it is desirable to change the zoning designation to M-2 General Industrial District
Special Use to enable the construction of an office building at this location,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana
that the zoning designation of the real estate described in attached Exhibit A be and is hereby
changed to M-2 General Industrial District Special Use to permit the construction of an office
building as provided in Article 35.011 of the Zoning Ordinance and in accordance with the
provisions of Article 48 thereof.
Be it further ordained that the site plan and conditions of approval marked thereon in attached
Exhibit B are made a part hereof.
Passed and adopted this day of , 1992, by the Common Council of the City
of Richmond, Indiana.

Dear Mr.Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on
Tuesday, November 24,1992 on the petition of DEA Realty, Inc., owner;
Donald Atkins, agent; requesting a rezoning from C-4 General Business
District to M-2 General Industrial District, and also requesting a Special
Use District to allow a Perfect Circle Credit Union office on property
located at 650 Progress Drive..
Nine (9) notices were sent to surrounding property owners. Two (2)
were returned to the office, by Jane York and Eugene Warfield, in favor
of the petition.
Planning Staff recommended approval of the request because banking
offices are allowed by Special Use in the M-2 Zoning District, and the
area north, east, and west of the proposed location is an industrial
district that would be served by the credit union. Plan Commission
voted eight (S) in favor, none (0) opposed, to recommend approval of
this request to Common Council.
