mailboxes over the next few days. As always, the newsletter was mailed to all Village
residents.

RESIDENTS PROVIDE INPUT ON NEW VILLAGE PARK
On March 5, 2018 a second workshop was held to move forward on the planning and visioning
of the Village’s new waterfront park at the corner of 96th Street and Bal Bay Drive. The work-
shop was led by Zyscovich Architects and Village staff. Based on the feedback from the first
workshop on January 29, 2018, renderings were shown and discussed, including combinations
and layouts of park features that were suggested. While all of these features may not be in the
final plans, the renderings included: a Children’s Playground under air and in the Park, Splash
Pad/ Fountains, Passive Activities, Exercise Path, Water Taxi/Kayak Launch, Boardwalk/Water-
front, Visitors Parking, a 12,000 square foot two story Community Center, a two story Recre-
ation/Sports Center, above covered Parking, covered walkway and terraces, access/control,
possible entrance from Security District, furniture, Hardscape and multipurpose area. Upon Bal
Harbour Village Council approval of the final design concepts, construction design activities will
begin along with the selection of an off-site location for the planned re-location of the Parks and
Public Spaces Department Operations Facility. For more information on the park plans, go to

With spring in the air, now is a perfect time to dream of a perfect park. Bal Harbour residents
have been busy attending workshops, exercising their creativity and visioning a park that will
enrich their lives. The new Village waterfront park is beginning to take shape and it is look-
ing like a place that will have something for everyone. On Page 1, a rendering by Zyscovich
Architects depicts an inviting, exciting and futuristic park complete with a two-story, multi-use
community/recreation center, restful open spaces, playgrounds and boardwalk along the
waterfront. Thanks goes out to staff, Village Council and residents for taking the time to attend
the workshops and sharing both their ideas and enthusiasm.
Bal Harbour Village continues to get positive feedback from artists, curators, residents and
visitors regarding our unique art exhibits on the beach path. The recent unveiling of Jewish
Treasures of the Caribbean: The Legacy of Judaism in the New World (see Page 4) attracted a
large crowd who enjoyed both the photography and the fascinating stories behind the images.
The exhibit will continue through June 30, 2018. There are also a number of special events
taking place in the coming months.
Residents and visitors should be vigilant of pedestrians and bicyclists throughout the Village.

Mayor Groisman recently spoke before the Miami-Dade County Chiefs of Police Association
on the rise of anti-Semitism and the anti-Semitism ordinance that was passed in Bal Harbour.
Acting Bal Harbour Police Chief Flowers, who serves as the President of the Miami-Dade
Chiefs of Police Association, encouraged the police leaders to draft a resolution similar to Bal
Harbour’s ordinance. As a result, the Miami-Dade County Chiefs of Police Association unani-
mously adopted the U.S. State Department’s official definition of antisemitism as a guide when
investigating anti-Semitic and hate crimes.
MAYOR GROISMAN SPEAKS TO POLICE LEADERS ON ANTI-SEMITISM
WOMEN’S HISTORY MONTH CELEBRATED IN BAL HARBOUR VILLAGE
United States Congresswoman Ileana Ros-Lehtinen, Florida’s most senior U.S. Representative
and the first Hispanic woman to be elected to the U.S. House of Representatives, recently
received the Inaugural 2018 Trailblazer Award for Women in Public Service. Bal Harbour
Village representatives joined in congratulating Congresswoman Ros-Lehtinen. The award was
presented in honor of Women’s History Month by the Miami-Dade City/County Management
Association and the Miami-Dade County League of Cities at the Ritz-Carlton Bal Harbour. The
award was created to honor women who have made outstanding contributions to government
and public service.

Mayor Groisman was one of the hundreds of leaders from around the globe who attended the
32nd International Mayors Conference in Israel. The event promoted building relationships to
improve communities, inspire residents and change the world to be a better place.

At a February 26, 2018 workshop, Bal Harbour Village residents heard the latest
information and voiced their concerns regarding one of the Village’s most important
assets, our beach. The presentation by Village staff, along with representatives from
the State of Florida and Miami-Dade County, showed why the Bal Harbour beach
just to the south of the jetty is particularly vulnerable to sand erosion. Wind and wave
action results in sand building up on the north side of Haulover Inlet and sweeping the
sand away on the south (Bal Harbour) side. This area received more than 40,000 cubic
yards of sand in December 2017 from a dredging project by the U.S. Army Corps of
Engineers to replace sand that was lost from the storm surge during Hurricane Irma.
Representatives from the State and County suggested future renourishment projects to
protect the Bal Harbour Beach and other initiatives to enhance our shoreline.

JEWISH TREASURES OF THE CARIBBEAN OPENS ON BAL HARBOUR BEACH PATH
The opening of the Jewish Treasures of the Caribbean exhibition was celebrated on March 18
with a reception, beach path tour, book signing and a panel discussion at the Bal Harbour Ritz
Carlton. The beach path exhibit is comprised of 54 photographic images from seven Carib-
bean countries and will be on view from March 1 – June 30, 2018. The images and accom-
panying text are from Wyatt Gallery’s 240-page book, Jewish Treasures of the Caribbean: The
Legacy of Judaism in the New World and focuses on the broad impact of Jewish culture during
the early colonialization of the Caribbean and Western Hemisphere.
Bal Harbour Councilwoman Patricia Cohen introduced author and photographer Wyatt Gallery
and curator Kathryn Mikesell. Joining the panel was University of Michigan Judaic Studies
Assistant Professor Devi Elizabeth Mays. Also in attendance was Assistant Mayor Seth Salver,
Village Councilman Jeffrey Freimark and Jamaican Deputy Consul General Cecile Christie.

The Bal Harbour Police Department and the Bal Harbour
Rotary Club hosted a 5K Race/ Walk on March 11 at
Haulover Park to support the Chief Mark N. Overton Legacy
Memorial Scholarship Fund. In memory of the former Bal
Harbour Police Chief, members of law enforcement agencies
throughout South Florida participated in the event, which
started and finished at the beachside of Haulover Park.

Despite a touch of inclement weather, nearly 100 residents and guests gathered on Bal Har-
bour beach at 96th Street to enjoy the showing of the popular film COCO on the evening of
March 10. Children’s activities started at 6:30 pm and the movie showed at 7 pm. Attendees
enjoyed Kosher hot dogs and chicken fingers with fries from Moty’s Grill food truck. Assorted
coffees were provided by BB Cappuccinos and Karmic Ice Cream offered Good Humor bars
from a vintage vehicle.

The internationally famous South Beach Wine & Food Festival (SOBEWFF) came to Bal Har-
bour Village for three nights February 22-24, 2018. The three intimate and high-end events
included a dinner with Chefs Alex Guarnaschelli and Matthew Jennings at the Artisan Beach
House Patio at the Ritz Carlton Bal Harbour; a Shabbat Dinner curated by Joan Nathan and fea-
turing Michael Solomonov, Michelle Bernstein, Zak Stern and Adeena Sussman at the Artisan
Beach House and Rao’s Family Style Dinner at Atlantikos at the St. Regis Bal Harbour Resort.

Bal Harbour Village received international
attention as a sponsor of the World Cup Beach
Polo tournament played in Miami Beach in
the first week of January 2018. The partici-
pation included sponsoring a woman’s polo
team (seen at right wearing white Bal Harbour
jerseys). The team sponsored by Bal Harbour
Village did a meet and greet with the public at
the Bal Harbour Shops on January 5. The event
was followed by a private cocktail party at the
David Yurman store at the Bal Harbour Shops.

Acting Police Chief Raleigh Flowers has promoted Braxton McClams to Sergeant, based on his
exam scores. Sgt. McClams began his career with Bal Harbour in 1999, serving in the Public
Works Department for several years. In December of 2003, he joined the Bal Harbour Police
Department as a Communications Dispatcher. A year later he completed the Miami-Dade
Police Academy and joined the Police Department as a sworn officer. During Sgt. Braxton
McClams career, he served in uniform patrol, motorcycle patrol and as an Explosive Detection
Canine Handler. In 2014, he was appointed Acting Supervisor. He is a South Florida native
and is a student at Barry University pursuing a Bachelor’s degree in Public Administration. He
volunteers as a little league football coach, is a member of the 500 Role Model of Excellence
Program and a member of the National Organization of Black Law Enforcement Executives
(NOBLE).
The Bal Harbour Village Council recently passed an ordinance consistent with state law that
permits bicycle riding on sidewalks. Residents should be informed of the laws regarding
bicycle use for the safety of riders and pedestrians. Bicyclists operating on a walkway have
the rights and responsibilities of a pedestrian, but must yield the right of way to pedestrians.
When approaching a pedestrian, a bike rider must provide an audible warning by ringing a
bicycle bell or announcing in a loud voice “Passing on your left.” Bicyclists must have a head-
light and taillight for operating from dusk until dawn. Helmets are required for any rider under
16 years old. Bicyclists have all the rights and responsibilities as other vehicles under Florida
law and are allowed on all roadways in Florida except where specifically prohibited, such as
interstates. Bicyclists and vehicles must share the travel lane. A vehicle passing a bicycle must
provide a minimum of three feet of clearance to the bicyclist.
OFFICER DAVID NAVAS NAMED 2017 OFFICER OF THE YEAR
Officer David Navas has been named the Bal Harbour Police Department’s 2017 Officer of the
Year. Since he joined the Department, Officer Navas has quickly embraced the Bal Harbour
Police culture and our philosophy of “community first.” His positive disposition and eagerness
to continuously assist the team earned him the respect and appreciation of his fellow officers
and supervisors. In 2017, Officer Navas volunteered for a collateral assignment as the Social
Media and Community Outreach officer. Officer Navas effectuated 34 arrests and issued a
combined total of 518 traffic citations and warnings in 2017. Congratulations Officer Navas!
PAMELA FLANDERS WINS PRESTIGIOUS 2018 LEO AWARD FOR SUPPORT SERVICES
For 17 years, Pamela Flanders has been instrumental to the support services operations of
the Bal Harbour Police Department. On March 2, 2018, her outstanding contributions to the
Department has been recognized by a prestigious Law Enforcement Organizations (LEO)
award, signifying her as the best in law enforcement from all local, state and federal agencies in
Miami-Dade County. Pamela has served as an administrative dynamo by performing critical
and essential functions that enhance the levels of service to the Department’s Patrol Division,
Investigations Section, Communications Section and Records Section. Pamela’s strong work
ethic, mentoring and training of new employees, embracing and implementing new technol-
ogies and volunteering convinced the LEO award selection committee that she was worthy to
be recognized. Congratulations, Pamela!
