HomeMy Public PortalAbout02/18/2014 Special City Council MinutesSPECIAL MEDINA CITY COUNCIL MEETING MINUTES OF FEBRUARY 18, 2014 The City Council of Medina, Minnesota met in special session on February 18, 2014 at 6:00 p.m. in the City Hall Chambers. Mayor Weir presided. I. ROLL CALL Members present: Anderson, Pederson, Martin (6:15 PM), Martinson and Weir. Members absent: Also present: Public Works Director Steve Scherer, City Planner Dusty Finke, and City Administrator Scott Johnson. II. BROCKTON LANE SOUTH OF CR 24 — COST SHARE WITH THE CITY OF PLYMOUTH Public Works Director Steve Scherer provided background information on the project to the City Council on the proposed road project. The City of Medina's portion is estimated at $25,000. Approximately $5,000 of the cost would be assessed to the properties. The City Council directed staff to move forward with the project, assess the properties for the road project and utilize the feasibility report for the project from the City of Plymouth. III. TOWER DRIVE PROJECT DISCUSSION The City Council discussed the Tower Drive project and timing for applying for a stormwater grant from the Minnesota Board of Water and Soil Resources (BWSR) for the stormwater portion of the project. Staff provided the information requested at the January 21, 2014 City Council Work Session. Staff was directed by the City Council not to move forward with assessing the properties for the regional stormwater improvement for the project and to move forward with the full project in 2015. IV. COLLECTOR ROAD POLICY/CHIPPEWA ROAD DISCUSSION/EAW DISCUSSION City Planner Dusty Finke provided the City Council with background information on the Chippewa Road extension between Mohawk Drive and Arrowhead Drive. Ron Mullenbach from DR Horton stated his concerns with the cost of the project and that they and the Cavanaugh family believe Chippewa serves a more regional benefit and that his company wants to be a part of the solution, but should not responsible for more than their share. City Council members discussed options to finance completion of the street including requiring the developer to pay the full cost, using deferred assessments for other benefitted development property in the area, potential MnDOT cooperative financing, and potential City funds.
