A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA PERTAINING TO PUBLIC SCHOOL EDUCATIONAL
FACILITIES ON KEY BISCAYNE; URGING THE SCHOOL
BOARD TO ABANDON ITS CURRENT PLAN TO EXPAND THE
KEY BISCAYNE ELEMENTARY SCHOOL AND ADOPT A NEW
PLAN TO BUILD A NEW ELEMENTARY SCHOOL ON THE
SAME SITE; URGING THAT THE NEW PLANS HAVE A
PROVISION TO INCLUDE THE ADDITION OF GRADES 6
THROUGH 8 SUFFICIENT TO SATISFY THE KEY
BISCAYNE POPULATION; PROVIDING FOR
TRANSMISSION; PROVIDING FOR SEVERABILITY AND
AN EFFECTIVE DATE.
WHEREAS, this Council feels that the availability of an
educational facility on Key Biscayne for the children here on Key
Biscayne is an essential part of community life; and
WHEREAS, this Council wishes to determine the preference and
desire of Key Biscayners regarding school facilities and arranged
a survey for this purpose; and
WHEREAS, a report regarding said survey, dated August 24, 1994
was prepared by Gloria de la Cruz, a copy of which is attached to
this Resolution; and
WHEREAS, said report clearly indicates:
1. That Key Biscayners do not favor the expansion of the
Key Biscayne Elementary School as presently planned by the School
Board and want the School Board to build a new elementary school on
the same site.
2. That Key Biscayners, because of the uniqueness of an
island location and the lack of proximity to a middle school, want
the new elementary facilities on Key Biscayne to have the capability
to provide grades 6 through 8 to satisfy the Key Biscayne
population; and
WHEREAS, this Council, having the above information, wishes to
urge the School Board to satisfy the preferences and desires of the
Key Biscayne taxpayers;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY
BISCAYNE AS FOLLOWS:
Section 1. That this Council urges the School Board to abandon
its current plan to expand the Key Biscayne Elementary School and
adopt a new plan to build a new elementary school on the same site.
Section 2. That this Council urges the School Board to provide
in the new plans, provisions to include the addition of grades 6
through 8 sufficient to satisfy the Key Biscayne population.
Section 3. That the Village Clerk is hereby directed to
provide copies of this Resolution to all School Board members and
the School Board Superintendent.
Section 4. That the Village Attorney shall discuss with the
School Board members and the Superintendent of Schools the intent
of this resolution and report to this Council the outcome of said
discussions.
Section 5. This resolution shall take effect immediately upon
adoption.
