Savannah Beach, Tytbee Island, Ga.
February 11, 1959.
The regular meeting of Town Council was held today at 4 p.m. in the Council Room and
was attended by Mayor Brown, %iho presided, and Councilmen peters, Waters, Hutton,
Lovell, Meddin, Hosti, Chief McCutchen, Superintendent Reed, Gordon Miller, Mrs.Marjorie
Solomon and Buddy McCollum.
The minutes of the meeting of January 14th were read and adopted.
Superintendent-Reed reported that it would take at least 3200 feet of 2 inch pips to
furnish water sdrvice in the Estill Station section. He was instructed to have those
property owners interested to get up a petition and submit it to council. Mr. Reed
stated that he was ready to start on the new jail and that no further work had been done
on the 19th Street jetty due to bad weather. The Mayor asked if the fishing pier
would require_any repairs and Mr. Reed stated that it did not. Councilman Lovell asked
what was to be done about repairing First Street and Tilton Street Groin and Mr. Reed
stated that he had some Riprap ready.
Chief McCutchen informed Council that the Town does not have a dog catcher at this time.
The Chief also informed Council that the Town could not issue a beer lioense where a
skating rink is located without violating a state law. ,Mr. Solms will check on this.
Councilman Hosti wanted to know why the Police Department purchased so much gasoline
from outside sources and the Chief stated that it was mostly for the ambulance and the
Police Cars when it could not be gotten at the shop.
Councilman Meddin informed Council that up to date expenditures against the budget had
gone over about $12,000.00. Mayor Brown stated that the Town may have to raise taxes,
increase assessments, put in a personal property tax or discontinue the discount. ,After
some discussion it was decided to hold off at this time.
Councilman Meddin moved that bills for General Government amounting to $2,832.49 and
bills for the Mater Department amounting to $329.00 be paid. The motion was seconded
and passed.
It was moved, seconded 'and passed that 1959 dues amounting to $10.00 be paid to the
County Fire Officers Association.
Councilman Peters stated that if he was in order that he wanted to re -open the granting
of the sale of beer given to Johnny Spahos on Tybrisa pavillion. He stated that he
objected to the granting of a license to sell beer at this location. Councilman Hosti
stated that he could see no difference between selling beer on Tybrisa or at the Brass
Rail, Riptide or other locations. It was decided to let the matter remain as is.
The Mayor informed Council of Mr, Lang's continued illness and asked what should be done
regarding his salary. He informed Council that Mr. Lang was now receiving a Social
Security payment. Councilman Meddin moved that Mr. Lang be paid $100.00 per month ef-
fective February 1, 1959 until it was necessary to replace him, which was seconded and
passed.
It was moved, seconded and passed that the 1958 beer license issued to Christy's Soda
Shop by Charles Christy be transferred to Christy's Soda Shop by Charles Masterpolis
and that a charge of $25.00 be collected for making the transfer.

The Mayor informed Council that $tn connection with the proposed park in Fort
Screven that he had received information from Colonel Julian and others in
Atlanta which sounded favorable.
A protest was received from the Estate of Samuel Blumenthal regarding a bill
for water. They contend that the bill was too high and that during the time the
bill was rendered there was only one tenant on the premises who could not have used
that amount of water. Superintendent Reed reported that the bill was rendered
for the month in which the freezing weather came in and as the meter was in good
condition and functioning , water was permitted to run which of course caused the
meter to register and more water was used in the houses. Request was denied.
A Committee considting of Buddy McCollum, Gordon Miller and Mrs. Marjorie Solomon,
representing the Savannah Beach Recreation Commission, appeared before Council
and Mr. McCollum speaking for the Committee requested a number of things of the
Town. He stated that the plan was a long range program to cover probably five
years and that funds be included in next year's budget to provide for some of
these plans. It was suggested that Council create a regular Recreation Committee
and also appoint one member of Council and Four other persons to a permanent
Committee t� work with Council. Mr. McCollum stated that it must be a planned
project and an important part of it would be a matter of personnel. The Mayor
asked if there was anything recreationally not available at the beadh, Mrs.
Solomon stated that there were no facilities for adult groups. Mr. McCollum
stated putting a Ten Dollar ($10.00) charge on each piece of property at Savannah
Beach and clean off lots for recreational purposes. The Mayor stated that it
could bb put on the ballet for the next election if the people wanted it. The
Mayor advised the Committee that Council would take the matter under advisement
and they were excused.'
There being no further business Council adjourned subject to the call of the Mayor.

The regular meeting of Town Council was held today at 4 P.M. in the douncil Room
and was attended by Mayor Brown, who presided, and Councilmen Peters, Hosti, Waters
Meddin Lovell, Town Attorney Solms, Ohief McCutchen, Mr. and Mrs. George Peters.
Mr. Peters appeared before Council in protest against the method of enforcing the
dog ordinance contending that they had picked his dog up. He stated that if the
Town was going to enforce the dog ordinance then they should see that all ordinances
should be strickly enforced. Mr. Solms stated that he had made arrangements with
the Savannah Humane Society to pick up the dogs but it was not satisfactory. Mayor
Brown informed Mr. Peters that Council would discuss the dog ordinance and Mr. Peters
was excused.
