ORDINANCE NO. 87-1992 (2ND READING AMENDMENT)
A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT THE
NORTHWEST CORNER OF THE INTERSECTION OF NORTH SALISBURY
ROAD AND WEST MAIN STREETS
WHEREAS the zoning map designates a tract in Center Township, Wayne County, Indiana at
the Northwest corner of North Salisbury Road and West Main Street extended as C-
2 Commercial District, and
WHEREAS it is desirable to change the zoning designation of the tract to R-1 One Family
Residence District,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the following described real estate is hereby changed to R-1 One
Family Residence District, to -wit: Being a part of the northeast quarter of the fractional Section 22,
Township 16 North, Range 14 East in Center Township, Wayne County and more particularly
described as follows: Commencing at the Southwest Corner of Fractional Section 36, Township
14 North, Range 2 West; thence south 11 degrees 50 minutes west along the Greenville Treaty
Line 35.8 feet; thence north 88 degrees 36 minutes west 30.52 feet to a point in the west right of
way of Salisbury Road; thence north 88 degrees 36 minutes west 169.02 feet to the true beginning
point of this description; thence south 89 degrees 54 minutes west 24.31 feet along a chord of a
circular curve to the left having a radius of 465.00 feet; thence south 209.48 feet; thence north 88
degrees 36 minutes west 438.23 feet; thence north 1 degree east 232.20 feet; thence north 67
degrees 51 minutes east 311.34 feet; thence north 74 degrees 35 minutes east 247.73 feet; thence
southeasterly to the said true begin ninoint of this description.

Dear Mr.Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on Tuesday, December
15,1992 on a request to rezone property located at the West Terminus of Main Street
immediately behind the Salisbury Road frontage properties which are zoned C-2. The request
would not affect the zoning of the frontage properties which would retain C-2 zoning from the
former gas station North to the apartment complex_ However, the ground at the back of the
frontage properties would change from C-2 to R-1 Single Family Residence District.
Seven (7) notices were sent to surrounding property owners. Three (3) were returned to
the office in favor of the request, and four (4) were returned in opposition to the request.
The Planning Staff recommended denial of the request because the present C-2 zoning is in
conformance with the Master Plan, which delineates this area for retail and service use.
The Plan Commission voted six (6) in favor, two (2) opposed, to recommend denial of this
request to Common Council. Those Plan Commission members who voted to recommend
denial were; Bob Dickman, Charles Bizarro, James Bonner, Clare McQuiston, James
Harlan, and Bob Wiwi.
