A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT
230 SOUTH 3RD STREET
WHEREAS the zoning map designates property located at 230 South 3rd Street as R-3
One to Eight Family Residence District, and
WHEREAS it is desirable to change the zoning designation to R-3 One to Eight Family
Residence Special Use District to permit the location of a business office,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the real estate described below be and is hereby changed to R-3 One
to Eight Family Residence Special Use District to permit the location of a business office as
provided in Article 22.012 of the Zoning Ordinance and in accordance with the provisions of
Article 48 thereof; to wit:
Lot number 4 and the south half of lot number 19 in that part of the City of Richmond laid out by
Jeremiah Hadley together with 5 feet of a vacated alley on and along the south side of said lots
except 40 feet off the entire north side of said tract, commonly referred to as 230 South 3rd Street.
Be it further ordained that the site plan and conditions of approval attached thereto are made a part
hereof and designated Exhibit A.

Dear Mr. Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on
Tuesday, December 15, 1992 on the petition of Elaine Buckler, owner;
Kathryn G. Hooper, agent; requesting a Special Use District to allow a
business office for Wayne County Collections on property located at 230
South 3rd Street.
Four (4) notices were sent to surrounding property owners. Three (3)
were returned to the office opposed to the request.
Your Planning Staff recommended approval of the request. Plan
Commission voted eight (8) in favor, none (0) opposed, to recommend
approval of this request to Common Council. The Commission
recommended a condition that the site plan be marked exhibit 'A' and
be made a part of the ordinance.
