The Mayor informed Council that $tn connection with the proposed park in Fort
Screven that he had received information from Colonel Julian and others in
Atlanta which sounded favorable.
A protest was received from the Estate of Samuel Blumenthal regarding a bill
for water. They contend that the bill was too high and that during the time the
bill was rendered there was only one tenant on the premises who could not have used
that amount of water. Superintendent Reed reported that the bill was rendered
for the month in which the freezing weather came in and as the meter was in good
condition and functioning , water was permitted to run which of course caused the
meter to register and more water was used in the houses. Request was denied.
A Committee considting of Buddy McCollum, Gordon Miller and Mrs. Marjorie Solomon,
representing the Savannah Beach Recreation Commission, appeared before Council
and Mr. McCollum speaking for the Committee requested a number of things of the
Town. He stated that the plan was a long range program to cover probably five
years and that funds be included in next year's budget to provide for some of
these plans. It was suggested that Council create a regular Recreation Committee
and also appoint one member of Council and Four other persons to a permanent
Committee t� work with Council. Mr. McCollum stated that it must be a planned
project and an important part of it would be a matter of personnel. The Mayor
asked if there was anything recreationally not available at the beadh, Mrs.
Solomon stated that there were no facilities for adult groups. Mr. McCollum
stated putting a Ten Dollar ($10.00) charge on each piece of property at Savannah
Beach and clean off lots for recreational purposes. The Mayor stated that it
could bb put on the ballet for the next election if the people wanted it. The
Mayor advised the Committee that Council would take the matter under advisement
and they were excused.'
There being no further business Council adjourned subject to the call of the Mayor.

The regular meeting of Town Council was held today at 4 P.M. in the douncil Room
and was attended by Mayor Brown, who presided, and Councilmen Peters, Hosti, Waters
Meddin Lovell, Town Attorney Solms, Ohief McCutchen, Mr. and Mrs. George Peters.
Mr. Peters appeared before Council in protest against the method of enforcing the
dog ordinance contending that they had picked his dog up. He stated that if the
Town was going to enforce the dog ordinance then they should see that all ordinances
should be strickly enforced. Mr. Solms stated that he had made arrangements with
the Savannah Humane Society to pick up the dogs but it was not satisfactory. Mayor
Brown informed Mr. Peters that Council would discuss the dog ordinance and Mr. Peters
was excused.

The minutes of the meeting of February llth were read and adopted.
The chief was asked to explain the purchase of gasoline from outside sources when
gasoline was available from the Town's supply, he stated that the amount used from
outside sources was small and requested that he be. given a key to the gas pump, the
Mayor suggested that it might be well to install a separate tank for the Police De-
partment.
Bills for the month of February for General Government amounting to $3,999.12 and
for the Water Department amounting to $328.02 were on motion made and seconded were
passed'for payment.
Councilman Meddin informed Council that the Town is going to need more money to
operate and that Council should give thought to this for the forthcoming new fiscal
year.
Councilman Lovell reported that when the new water pump, purchased from the Layne
Atlantic Company is Pistalled, that the electric pump and gasoline motor in place
now woilld become surplus.
Councilman Lovell reported that Superintendent Reed was in the hospital and asked
if the Town had any insurance coverage as he was hurt in line of duty and he has
heavy expenses and asked if the Town should help. It was decided to discuss this
later.
Councilman Hosti stated that Superintendent Reed should be relieved of some of his
work. The Mayor suggested that Mr. Reed be placed in Mr. Lang's position doing
part of his work from Mr. Lang's desk and that his salary be increased $300.00 per
year; also that Assistant Superintendent Oris Blair be given supervision of the
outside work under Mr. Reed and that his salary be increased $300.00 per year.
Also that Miss Spellman now in the clerk's office be transferred to the Later De-
partment to handle the books and the office work and also any other duties in the
clerk's office which may be necessary and that her salary be increased $400.00 per
year. These salaries are to be paid out of Water Department funds and that Mr.
Lang's salary would be discontinued except for the $100.00 per month which is being
paid him at this time. It was moved, seconded and passed that this be adopted.
Councilman Hosti reported that estimates he had gotten for repairing some of the
streets was $24,397.50 plus $3,650.00 for widening Centre Street to 40 feet. Council-
, man Meddin asked where is the money coming from.
The Mayor stated that more drinking fountains and shower locations for the public
r--)42° uld be placed at several points along the beach.

The Mayor asked what was council's idea about getting additional revenue and it was
suggested that the ten per cent discount now allowed for prompt payment of taxes be
discontinued and that a penalty of one-half of one per cent per month be charged on
delinquent payments. This was made as a motion which was seconded and passed and is
Lffecte as of Vey 1, 1959.
The Mayor informed Council that it might be necessary to borrow up to $60,000.00
from several of the Savannah Banks to be used as needed. It was moved, seconded and
passed that the Mayor be authorized to borrow up to $60,000.00 as needed.
The Mayor informed Council that the Fort Screven Development Company had agreed to let
the Town have an area of property in Fort Screven if the Town will reduce it's assess-
ments to $25,000.00.

The Mayor informed Council that effective May 1, 1959 that he was cutting his salary
by $600.00 for the year.
A petition was presented by Mrs. Mary Lalker for permission to enlarge her building
which is now used for conducting a nursery school and kindergarten. Referred to the
Savannah Beach planning Board.
A petition was presented by Teen Town requesting $500.00 to be included in the 1959
budget to take care of some of the expense of their operations. Referred to the
Recreational Executive Committee.
Mr. George Spirides, operator of the Ocean Terrace Cottages on Fifteenth Street, re—
grated permission to replace a sign on his property, permission granted.
The Mayor reported that he had created an Executive Recreational Committee as a per-
manent Committee of Council, effective May 1, 1959 and had appointed the following _
members: Councilman R. L. Waters, Chairman, J. Gordon Miller, Robert H. Thompson,
Fred McCollum, A. C. Strickland, Jr.,Mrs. Edith Chandler and Joseph Anderson.
