Gonzalez, Village Manager ) % Date: June 15, 2018 Subject: Update - Collins Avenue/Harbour Way Traffic Signal The purpose of this Letter to Council (LTC) is to provide you an update on the status of the traffic signal at the intersections located at Collins Avenue and Harbour Way West and East. As you may recall, the Bal Harbour Police Department (BHPD) has been working with Miami -Dade County Traffic Control Engineering Department, as well as the Florida Department of Transportation (FDOT) in an effort to return the traffic signals to the settings established prior to the construction of the Oceana Condominiums. As a result of traffic study activities, FDOT identified that two (2) palm trees in the median at Harbour Way East had to be removed, as they obstructed the sight distance threshold for the intersection. In March 2018, Bal Harbour Public Works personnel arranged to have the palm trees removed, and BHPD notified FDOTthatthe work had been completed per their requirements. With the request to return the traffic signal configuration to the pre -construction setting, both Miami -Dade County Traffic Control Engineering Department and FDOT were required to conduct traffic studies to ascertain any changes to traffic patterns on Collins Avenue. As a result, both entities advised that their findings relative to traffic signal head configurations would be incorporated into the signalization plan, and that a revised signalization plan would be submitted by June 2018. Additionally, crosswalk concerns from Bal Harbour Village stakeholders were reported to FDOT during the traffic study period. At the June 12, 2018 Bal Harbour Village Council Meeting additional observations and concerns regarding the operation of crosswalks on Collins Avenue were shared. On June 13, 2018, BHPD personnel assessed the operation of the crosswalks, and contacted FDOT to request a status update on the traffic signalization plan and shared additional observations on the operation of the cross walks. FDOT has advised that the new signal configuration will include a modification to the LTC 103-2018: Update - Collins Avenue/Harbour Way Traffic Signal Page 2 of 2 crosswalks on Collins Avenue, since currently, they are not consistent with the traffic signal synchronization. The BHPD has asked for details on the crosswalk modifications, as well as the timing for the completion of the revised signalization plan.
