The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Week Code Enforcement Efforts
The Code Enforcement Unit attended the annual Florida Association of Code Enforcement (FACE) conference in Ft.
Lauderdale this week. The conference brings together code enforcement professionals from across the state to share
best practices and participate in continuing education courses.
Additionally, a warning was issued to the Bal Harbour 101 property after a large planter was observed to have standing
water. The property manager immediately addressed the situation by treating and removing the standing water.
Criminal Investigations Division Weekly Summary Report
Comments:
Lieutenant Carlos Arango joined the BHPD team on Monday, June 18, and will oversee the Criminal Investigations
Unit. Lieutenant Arango is developing case logs and statistical reports that will capture and track case assignments,
case clearances, and case volume. Additionally, Det. Gonzalez assisted in the orientation process for new police hires
by: providing access to databases, scheduling job specific trainings, and assisting the new officers with the post -
employment process.

10245 Collins Avenue, Carlton Terrace
COMMENTS
Bal Harbour police were contacted by the Carlton Terrace building manager regarding a female trespassing on the
property. Upon the officers' arrival, the female had left the property. Bal Harbour officers were provided with a
description of the female and immediately alerted the surrounding jurisdictions and the security personnel at all eastside
properties. Further investigation revealed the female was also seen on the Ritz Carlton property. Bal Harbour officers
canvassed the area, however was unable to locate the female. Officers were able to positively identify the female and
discovered she has a mental disability and is presently homeless. Officers have increased police presence in the area.

9703 Collins Avenue (St. Regis)
COMMENTS
Bal Harbour officers were summoned to the St. Regis Hotel regarding a suspicious female locked inside woman's
restroom stall. Bal Harbour officers arrived and was directed to the restroom by St. Regis security personnel. After
numerous attempts to have the female exit the restroom stall, St. Regis personnel unlocked the stall and the female
eventually exited. The female immediately became disruptive and begin spitting at St. Regis personnel. The female
was subsequently arrested and transported to jail.

Power Outage
10175 Collins Avenue, Bellini
COMMENTS
Florida Power and Light (FPL) was working on a power issue at the Bellini when a transformer exploded causing a
partial power outage on the Collins Avenue corridor. Bal Harbour and Surfside police officers managed the intersections
on the Collins Avenue corridor until FPL restored the power. No injuries were reported.

Assist Other Agency (Border Patrol)
15300 Collins Avenue, Haulover
COMMENTS
A U.S. Border Patrol Officer conducted a traffic stop on a suspicious vehicle with multiple occupants near Haulover
Park. At the request of the Border Patrol officer, Bal Harbour officers arrived and provided police assistance until Miami -
Dade Police arrived. Upon Miami -Dade police arrival, the Bal Harbour officers returned and resumed normal police
functions.

COMMENTS
The Town of Surfside police received a call regarding a female with suicidal thoughts walking towards the beach.
Surfside and Bal Harbour officers responded to the area in an effort to locate the female. While canvassing the beach
area, a Bal Harbour officer located the female and detained her until the Surfside officers arrived. Once the female
was released to Surfside officers, all Bal Harbour officers returned an reed normal police functions
