The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attended by Mayor Brown, who presided, and Councilmen Peters, Hosti, Powers, Waters, Lovell, Meddin, Town Attorney Solms, Jr.,Superintendent Reed, Chief Mocutehen, Mrs. Mary Walker, S. W. Register and Mrs. Geo W. Rematta. Mrs. Walker reported that she planned to erect a kindergarten and nursery school on her property in Venetian Terrace and that her kindergarten is up to standard and has passed inspection but she was objecting to others keeping children in their hones without complying with the Health Department rules. She left a set of the rules of the Health Department with the Mayor after which she was excused. Mr.Register informed Council that he was contemplating erecting a cottage on a parcel of property he recently purchased West of Fifth Avenue and in line with Tenth Street extended, asking that he be furnished sewerage and water. Mr. Register was excused. The matter was referred to Councilman Hosti. Mrs. Remetta stated that their home on Lewis Avenue which they were building was not Completed as yet, that there was no plumbing in it and • that they worked on it on week ends and asked that the 1959 tax bill sent her Which included improvements be cancelled as to the improvements. It was moved, seconded and passed that the tax on improve- ments for 1959 be cancelled. Mr.James H. Powers was administered the Oath of office by Town Attorney Solms as follows: OATH STATE OF GEORGIA CHATHAM COUNT! I, JAMES H. PARS, do solemnly swear that I will faithfully and honestly perform the duties of Councilman of-the Town of Savannah Beach, Tybee Island, Georgia, to the best of my skill and ability, without favor or affection, so help me God. I, JAMES H. POWERS, a citizen of Savannah Beach, Tybee Island, Georgia, and being an employee of the Town of Savannah Beach, and the :recipient of public funds for services rendered as such employee, do hereby solemnly swear and affirm that I will support the Constitution of the United States and the Constitution of the State of Georgia, and that I am not a member of the Communist Party and that I have no sympathy for the doctrines of communism and will not lend nor aid, my support, my advice, my oounsel nor my influence to the Communist Party or to the teachings of communism.. Recorder, Savannah Beach, Thee Island, Georgia. Superintendent Reed reported that the new meter.building was almost completed but that some more prisoners are needed. Councilman peters was requested to contact 174 Nom. Burns with a view of getting some more men. The Mayor mentioned the clearing of lots on the island and what to do. Councilman Meddin suggested that the Chatham County Mosquito Control Commission would be glad to come down and spray the island for mosquitoes. Councilman Lovell reported that the new pump was connected and is now being tested, The Mayor stated that some lots on Butler, First, Second and Jones Avenue should be cleared of undergrowth and that property owners be notified to have this done. Mr, Reed was to make a check on this. The Mayor also stated that on the delinquent water accounts if they are not paid within five (5) days that the water be discontinued. The Mayor also stated that the date should be set for the final collection of business licenses. It was moved, seconded and passed that any place of business which has not paid by Rine 1, 1959, would be closed up. It was moved, seconded and passed that a 1959 beer license be issued to Carl Held operator of Gannes Restaurant. Chief MoCutchen reported that someone has a key that is opening up the.parking meters and o far about One Hundred ($100.00) Dollars has been taken. The Mayor informed Council that music boxes mast stop playing at 2 A.M. --The question of what to do about loose dogs came up and Councilman eaters was requested to see that the Ordinance is enforced. The minutes of the meeting of April 8th were read and adopted. It was moved, seconded and passed that bills for General Government for the month of April amounting to $5333.05 and for the Water Department amounting to $506.31 be paid. Councilman Lovell requested as to what had happened to the proposed one -way street on Fifth Street and he was informed that residents in the neighborhood objected to it. It was moved, seconded and passed that the meetings of Council be Changed from 4 P.M. in the afternoon to 8 P.M. in the evening during the summer months. Councilman Waters reported that more patrolling by the police on 16th Street should be done to stop some of the vandalism which is taking place. He was informed that the new lights would help. Councilman Powers reported that several property owners had complained about the bad condi- tion of the Whitten cottage on Second Avenue and that people were using it.. Councilman "osti stated that it is being cleaned up. y It was moved, seconded and passed that the new National Suilding Code be adopted as the Building Code of Savannah Beach. The Mayor reported that the State Highway Department Engineers informed him that Butler Avenue is not 80 feet wide at some points and suggested cutting the proposed five (5) foot sidewalks to four (4) feet and reducing Butler Avenue to seventy -eight (78) feet. . A communication was read from the Savannah Beach Chamber of Commerce requesting the town to pave all streets from Butler Avenue to the Strand. .Received as information. A petition was read from Edward A. Leonard, Jr.,offering to convey two lots which he owns near the public boat ramp to the Town and in return the Town to convey to him Alley #1. The Clerk was instructed to advise Mr. Leonard that legally this could not be done. 1 1 175 A letter was read from Mr. H. Sol Clark suggesting that the names of Edward A. Dutton and Morris A. Slotin be placed on several of the Town's streets. Referred to the next meeting. A petition was read from the Savannah Beach Volunteer Fire Department requesting that any suaplus monies not used at the end of any fiscal year against the Town's budget be turned over to them for use in the department. Waived as information. It was moved, seconded and passed that Henry M. Buckley be elected Clerk of Council and mc- Officio Treasurer at an annual salary of $062.04 payable monthly, David A. McCutchen be elected Chief of police and Ex- Officio Tax Collector at an annual salary of q -10.F payable monthly, Thomas M. Reed bp elected Superintendent Public Works and Water Depart- ment at an annual salary of r 141 payable monthly, and also that he be elected Building Inspector at an annual salt F1 of $ 3- 60av0 payable monthly, that Anton F.Solms, Jr. be appointed Town Attorney at an annual salary of $1089.00 and also be appointed Recorder at an annual salary of $ q0-80 both payable monthly, that Er. W.D.Iundquist be appointed Health Officer with no salary or feesthat Dr. L W. Otto be elected Asst. Health Officer with no salary or fees, that J. Cu; y Burke be elected Chief of the Fire Department at an annual salary of $36000 payable monthly and that William C.'Paul be elected Plumbing Inspector on a fee basis.
