Ongoing Rehabilitative Sanitary Sewer System Cured In -Place Sewer
Pipe Lining on Collins Avenue
The purpose of this Letter to Council (LTC) is to transmit to you information regarding the
rehabilitative Sanitary Sewer System Pipe Lining Project, utilizing "Cured In -Place Pipe"
(CIPP) lining technology which started Tuesday July 10, 2018 on Collins Avenue.
CIPP is considered a trenchless technology with little to no digging involved in the process,
making for a potentially more cost-effective and less disruptive method than traditional
"dig and replace" pipe repair methods for restoration of damaged pipes. CIPP is a joint
less, seamless, pipe -within -a -pipe with the capability to rehabilitate pipes ranging in
diameters from two (2) to one hundred ten (110) inches. As one of the most widely used
pipe rehabilitation methods, CIPP has applications in sanitary sewer and chemical
pipelines. The process uses a resin -saturated felt tube made of polyester, fiberglass cloth
suitable for resin impregnation, which is inserted or pulled into a damaged pipe. Access
to the pipe is generally gained from an upstream access point (manhole). After a three (3)
hour curing period, the result is a tight -fitting, joint less and corrosion -resistant
replacement pipe.
During the FY 18 Bal Harbour Village budget process, funds were appropriated to perform
this work as opportunities are identified. Subsequent to the funding appropriation, on
March 20, 2018, Bal Harbour Village Council Resolution No. 2018-1140 was adopted
approving the piggyback agreement with Envirowaste Services Group, Inc. to provide
these rehabilitative sanitary sewer line services.
After completion of the sanitary system videotaping and review, the previously identified
Utility Master Plan Phase Two Sanitary Rehabilitation Project along Collins Avenue was
deemed to be an appropriate use of this technology. Additionally, the entire Collins
Avenue sanitary sewer system was also identified for inclusion of these rehabilitative
actions.

The development of this project and retention of Envirowaste Services Group, Inc., is
consistent with and a result of our course correction for the implementation of the Utility
Master Plan, specifically to focus on opportunities to repair and reuse existing
infrastructure rather than wholesale replacement.
As of Tuesday afternoon, approximately five hundred fifty (550') feet of sanitary sewer pipe
on Collins Avenue was completed with the remaining total project scope of seven
thousand three hundred (7,300) linear feet of various pipe diameter sizes ranging from
eight (8) inches to twenty four (24) inches, planned for completion within the next seven
(7) to ten (10) working days.
