A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA; ADOPTING OPERATING PROCEDURES FOR
COORDINATION OF HUMANITARIAN EFFORTS, ON BEHALF
OF THE VILLAGE, IN CASES OF NATURAL DISASTERS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in cases of natural disasters, there is a need for
humanitarian assistance; and
WHEREAS, the Village recognizes the necessity for the
coordination of humanitarian efforts to assist those individuals
and/or communities suffering from the aftermath of natural
disasters; and
WHEREAS, at a meeting held on September 29, 1994, the clergy
of Key Biscayne and the Village Manager agreed to certain guidelines
in the coordination of humanitarian efforts in cases of natural
disasters;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY
BISCAYNE AS FOLLOWS:
Section 1. That the following operating procedures for
coordination of humanitarian efforts in cases of natural disasters
be adopted:
1. Requests for Village assistance by the clergy or a
councilmember in providing humanitarian relief in
the form of collecting food and/or clothing will be
directed to the Village Manager.
2. Once a majority of the clergy agree that the need is
universal in scope, all the churches will assist in
requesting appropriate donations of food and/or
clothing.
3. Depending on the scope of the relief effort, one or
possibly all of the churches within the Village will
be used as a drop-off point.
4. The Village will assist and, if necessary, provide
for the transportation of relief supplies from drop-
off points within the Village to staging areas on
the mainland.
Section 2. This resolution shall take effect immediately upon
adoption.
