Savannah Beach, Tybee Island, Ga.
June 10,. 1959.
The regular meeting of Town Council was held today at 8 P.M. in the Council Room and
was attended by Mayor Brown, who presided, and Councilmen Hosti, Powers, Waters, Lovell,
Meddin, Peters, Town Attorney Solms, Jr, Superintendent Reed. •
Councilman Lovell called attention to the bad condition of the groins at the head of
Tilton & First Streets and stated that the beach in this area had dropped considerably
and that something must be done now to remedy a tad situation. He suggested that the
type of palmetto logs purchased in Florida several years ago to repair some of the jetties
at the south end to be used on the Tilton & First Street jetties when repairs are started.
Mr. Reed stated that there are a number of small jobs which must be disposed of before
work could start on the jetties. The Mayor asked that if he could get at least fifteen
prisoners could he work on the groins and Mr. Reed stated that he could.
,A letter was read from Mr. *. Leopold Alexander, Attorney for Mrs. Charlotte Bailey, re-
questing that the charge of $120.00 which is due for delinquent waiter service for four
years on her property in Fort Screven be reduced. It was moved, seconded and passed
that she pay $60.00 covering two of the back years and $30.00 to•cover the year 1959.
The Mayor asked Councilman Meddin if the Town could use a small low -area in the north-
west part of Fort Sereven to dump the town's garbage and at the same time build up this
low area. Mr. Meddin stated that he felt that it would be agreeable with the company.
Councilman Lovell informed Council that the old water pump which had been replaced with
a new one redently installed should be sold as it is of no use as a, standby pump.
Bills for the month of May for General Government amounting.to $2357.17 and for the
Mater Department amounting to $1016.93 were upon motion made and seconded, approved.
Councilman Lovell called attention to the unsightly condition at Johnson's Service
Station and also at the location of the Thomas Plumbing Company. The Police were in-
structed to have these* placed cleared up. Councilman Lovell reported that the dog pound
is now ready. v.11100-'

Mayor Brown informed Council that a number of people had complained to him about horses
being ridden all over the island and especially on the beach. Several of the other
councilmen reported that they had received complaints also relative to this. The matter
was referred to Councilman haters to handle.
Councilman Waters stated that in connection with the proposed pay increases for the Police
Department he had checked the pay scales of several other towns and found that Savannah
Beach paid it's policemen less than any of the others and suggested that the policemen
except the Chief be granted a ten oer cent increase effective July 1, 1959. Councilman
Meddin stated that the Town did not have the funds to meet this increase and at the same
time he asked shy should not the other employees have • their salaries increased also. It
was moved, seconded and passed that Officers Cary, Summerlin, Fitzgibbons, Bishop and Fields
be granted a ten per cent increase in their pay effective July 1e 1959.
A petition was read from a group of property owners and residents in the Estill Station
section requesting the Town to extend it's water mains in that area. The matter was
referred to Councilmen Loved. and Hosti to report back at the next meeting.
Mrs. Mary Baylor Edwards protested against a ditch she claims is dug on her property and
she wants it removed to the street. Referred to Councilman Hosti.
Mr. Homer Collins petitioned for a small sign to be erected on property leased by him
from S. R. Kent.

Mr. Robert J. Stark petitioned for permission to operate a confectionary store and
handle groceries in the old bakery building in Fort Screven. Council approved the
petition provided the Planning Board would also approve it.
Mr. John DeBorde petitioned for a refund on his 1958 water bill. It was moved, seconded
and passed that it be granted.
Mrs. Mary Grevenberg petitioned that a $15.00 cut -off fee assessed against her be can -
celled. It was moved, seconded and passed that petition be granted.
attention vas called to Section 4 of the National Banding Code pertaining to unsafe
buildings and structures.
The matter of selling beer and whiskey on Sunday was discussed and the Mayor asked what
was the thoughts of Council regarding the present set-up, and asked if we should continue
the same policy as before. It was moved, seconded and passed that the Mayor be given
a vote of confidence in his handling of the matter.
