THE CITY OF RICHMOND, INDIANA, MARCH 14, 2013
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, March 14, 2013, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson and Dian
Lawson. Tony Foster was absent. Also attending were Assistant City Attorney Kim Vessels,
Lieutenant Rod Cole, Major Kevin Wampler, Planning Technician Sarah Mitchell and Chad
Rinehart from Rinehart's Lawn Care and Landscaping.
The following business was conducted:
CALL TO ORDER
Ms. Robinson called the meeting to order and noted for the minutes that two board members and
legal counsel were present
APPROVAL OF MINUTES
Ms. Lawson moved to approve the March 7, 2013 minutes with a second by Ms. Robinson. The
motion was unanimously passed.
CLAIMS FOR PAYMENT
The claims for payment for March 15, 2013 are in the amount of $487,142.03. Included are as
follows:
• $77,211.95 = RP &L for electric cost
• $15,070.00 = Jasper Engines for a remanufactured diesel engine for Rose View
Transit
Ms. Lawson moved to approve with a second by Ms. Robinson. The motion was unanimously
passed.
ROAD CLOSURE
A. The closure of Gravel Pit Road on Wednesday, March 20, 2013 and Thursday, March
21, 2013 to remove and replace an existing culvert. Ms. Lawson moved to approve
with a second by Ms. Robinson. The motion was unanimously passed.

NEW HANDICAPPED PARKING SIGN
A. 226 Southwest 3rd Street for James Voile. Ms. Lawson moved to approve with a
second by Ms. Robinson. The motion was unanimously passed.
HANDICAPPED PARKING SIGN RENEWALS
A. The approval of (4) four Handicapped Parking Signs. They are as follows:
1. 120 South 13t11 Street for Vickie Hart
2. 432 South 6t11 Street for David Kenworthy
3. 110 Randolph Street for Ruth McFadden
4. 407 North 17t11 Street
Ms. Lawson moved to approve with a second by Ms. Robinson. The motion was
unanimously passed.
CURB CUTS
A. 2601 Chancery Lane. Ms. Lawson moved to approve with a second by Ms. Robinson.
The motion was unanimously passed.
APPOINTMENTS
A. Jordan B, Tudor as a Probationary Officer of the Richmond Police Department. Ms.
Lawson moved to approve with a second by Ms. Robinson. The motion was
unanimously passed.
B. Brandi M. Redd as a Probationary Officer of the Richmond Police Department. Ms.
Lawson moved to approve with a second by Ms. Robinson. The motion was
unanimously passed.
CHANGE ORDERS
A, Change Order No. 1 to Contract No. 83 -2012 transfers $296.85 from Plumbing to
Flooring. The amount of the contract does not change and these are grant funds from
the NSP Project. Ms. Lawson moved to approve with a second by Ms. Robinson. The
motion was unanimously passed.
B. Change Order No. 1 to Contract No. 110 -2012 transfers $1,300.92 from Plumbing to
Flooring. The amount of the contract does not change and these are grant funds from
the NSP Project. Ms. Lawson moved to approve with a second by Ms. Robinson. The
motion was unanimously passed.
C. Change Order No. 2 to Contract No. 110 -2012 transfers $614.17 from Flooring to
Plumbing. The amount of the contract does not change and these are grant funds

from the NSP Project. Mrs. Lawson moved to approve with a second by Ms.
Robinson. The motion was unanimously passed.
CONTRACTS
A Contract No. 51 -2013 with Jeremy Blake to provide specialized inspection services to
the Department of Metropolitan Development replaces Contract 34 -2013. There was
miscommunication with the insurance company so the contract was never executed.
This is a revision of the previous contract. Ms. Lawson moved to approve with a
second by Ms. Robinson. The motion was unanimously passed.
BID AWARDS
A. Award the bid for Professional Services to inspect for asbestos for (4) four NSP3 to
Donathan's Inspections not to exceed $1,200.00. Ms. Lawson moved to approve with
a second by Ms. Robinson. The motion was unanimously passed.
B The bid award that came before the board for Ballistic Vests for the Police Department
was tabled to make sure that the recommendation to award meets the necessary
requirements.
BID OPENING
A. Bids were opened for the South 10t11 Street Park Improvements. Those bids are as
follows:
1. B &B Construction = $149,000.00
2. Trademark Construction = $147,900.00
3. Rinehart's Lawn Care & Landscaping = $135,900.00
These bids will be taken under advisement.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
