The regular meeting of Town Council was held today at 8 P.M. in the Council Room and . was attended by 1'yor Brown, who presided, and Councilmen Hosti, Powers, Waters, Lovell, Meddin, Peters, Town Attorney Solms, Jr.,Supt. Reed, Mrs. R. L. Chaney, Pete Stark, Henry Hosti, S. R. Kent and J. G. Burke. Mrs. Chaney requested Council to abate a nuisance created by adjacent property owners having goats, geese, chickens, crowing roosters that come on her property and eat flowers, vegetables, etc. She was advised that the matter would be checked and corrected. Mrs. Chaney was excused. The minutes of the meeting of June 10, 1959 were read and adopted. Mr. Henry Hosti representing the Savannah Beach Volunteer Fire Department requested auto badges, hats, eto.,to be used by the firemen responding to fires as they have fou4d that the public does not recognize the men responding to a fire call. He stated that the cost would be about $238.65 and that the deprtment had forty members. He also stated that the department wants to work with council and have appointed a committee for this purpose. The Mayor informed him that council also wanted to work with the Fire Department. Mr. Hosti was excused. It was moved, seconded and passed that the items requested be pur- chased and Councilman Powers will handle the matter. Councilman Lovell stated that it would cost about $13,000.00 to extend water lines to the Estill Station section and suggested that if the work is authorized that several mains be run under the automobile road to connect with prospective water takers out of the town limits before they start work on the new automobile road. Superintendent Reed reported that work would start again on the 19th Street groin. The III Mayor stated that he had had complaints from the people in the Fort Scremen area about weeds growing there which were harboring rats, snakes, mosquitoes and other insects, he asked Mr. Solms if cases could be handled in Police Court and Mr. Solms stated that they could. The Mayor also asked if the Town could put legal notices on old unsafe buildings and Mr. Solms stated that he would have to check on this. The Mayor also asked if owners could be placed on docket without the Town getting into difficulties and Mr. Solms stated that that he would have to check on that also. The Mayor also asked how many delinquent water takers there were and Mr. Reed stated there were not many. Councilman Hosti asked when Mr. Stanley would finish the paving and Mr. Reed stated that he would finish within the next few days. Councilman Meddin moved that bills for the month of June for General Government amounting to 45,273.32 and for the Water Department amounting to $764.09 and for the Water Department Insurance amounting to $556.85 be paid. The motion was seconded and passed. Mr. Meddin asked if some of the insurance which is being carried by the Town now could not be cancelled. It was decided to hold off on this and the clerk was instructed to get up a list of the outstanding insurance. In connection with the repairs to the Tilton and First Street groins, alderman dwell stated that he had the names of the Florida sellers. The Mayor suggested that he contact the U. S. Engineers and also Fort Stewart and Mr. Solms stated that he would contact them. Councilman Waters wanted to know if it was necessary for the police cars to go as fast as one hundred miles per hour in chasing other cans. The Mayor instructed the Police Committee to set a limit that the police cars should travel. 179 Mr. Solms reported that he represented the Town and Mr.Buckley in the mandamus case brought about by E.C. Bobo through Aaron Kraviteh, his attorney. He informed Council that he had talked with Mr. Gillis of the State Highway Department and that the road was all set to go but that he did not see the person whom he wanted to see. He stated that the Finance Committee should be ready when they wanted the right --of -way, getting right -of -ray from property owners on First Street and also that the State Highway mDe- paatment had a list of these property owners. The Mayor stated that if Butler Avenue could be reduced to 78 feet that this would expedite matters, Butler Avenue now is 80 feet wide. Regarding the acquisition of property, the Town will purchase the entire property from property owners and the State will buy it from the Town. Ten per cent of this cost will be charged to the Town and the Town will also pay the appraisers. Councilman Powers called attention to the fishing boats being so close to shore. Mr. Solms stated that the Chatham County Grand jury committee called him and he had seen the film of the operations. The Mayor stated that they should be kept at least one half mile off shore. A letter was read from the Voters For the Improvement of Savannah Beach requesting the Town to use a voting machine in the next election. The Clerk was instructed to re- quest that this organization furnish the Town with the names of its members. It was moved, seconded and passed that the Red Barn by W. A. Colley be granted a refund of $25.00 for a vending machine they had been charged with and which was not used. A letter was read from Mrs. Rebhan and Mrs. Asher protesting against dogs on the streets and also on the beach. The matter was referred to Councilman Waters to handle. It was moved, seconded and passed that the salary of $100.00 per month which was paid to Mr. Lang be discontinued effective June 30, 1959 as Mr. Lang had passed away. It was moved, seconded and passed that Ten Dollars {$110.00) be donated to a charitable organization instead of flowers. Mr. J. N. Carter submitted a sketch' of a propoaeddBotel to be built on Twelfth Street on property owned by him. Council decided that this was a zoned area for residences and that Mr. Carter be more specific in his request, 180 1 1 1 182
