BOARD ABSENT: B.WOJOWSKI. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; T.ORBON, ENGINEER; R.JESSEN, PUBLIC IMPROVEMENTS SUPERINTENDENT; M.GARRIGAN, PLANNING SUPERVISOR; K.GOSKA, INTERIM BUILDING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL,PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Wojowski was absent, all other Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 11 persons in the audience. PRESIDENTIAL COMMENTS No Comments TRUSTEES COMMENTS Trustee O'Rourke requested to discussing the topics of right turn lanes at key intersections and traffic signal timings at a future Committee of the Whole Workshop within 45 days. There were no objections from the Board. PUBLIC COMMENTS (3—5 Minutes) No Comments. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Peck moved to approve the Agenda. Second by Trustee Bonuchi. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich,yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. 2) CONSENT AGENDA Trustee Lamb moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on July 20, 2015. b) Bills Paid and Bills Payable Reports for August 3, 2015. Second by Trustee O'Rourek. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. Village of Plainfield Meeting Minutes—August 3,2015 Page 2 3) PRESENCE HEALING ARTS PAVILION SIGN VARIANCE (ZBA CASE #1691- 061815.V) Trustee Lamb moved to adopt Ordinance No. 3222, granting approval of a variance to permit a monument sign with less than 800 linear feet of separation for the property located at 16615 S. Route 59. Second by Trustee Bonuchi. Trustee Lamb inquired about the lighting. Mr. Garrigan stated that the applicant is still working on lighting and that it will be addressed prior to giving a permit. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. 4) 12465 FALCON DRIVE FENCE VARIANCE (ZBA CASE #1687-060215.V) Trustee Bonuci moved to adopt Ordinance No. 3223, granting approval of a variance to permit placement of a fence in the corner side yard for the property located at 12465 S. Falcon Drive. Second by Trustee Lamb. Trustee O'Rourke suggesting looking at changing the ordinance. Trustee Peck suggested at looking at how landscaping blocks the line of sight as well. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. 5) EDWARD SOUTH PLAINFIELD MEDICAL OFFICE Trustee Lamb moved to approve the Site Plan Review for a 6,250 square foot addition to the existing Edward South Plainfield Medical Office located at Dayfield and Route 59. Second by Trustee O'Rourke. Trustee Bonuchi expressed concern with the parking lot being closed and people parking in the neighborhood. Chief Konopek stated that people should not be parking in the neighborhood and he will look into that. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. 6) CUPCAKE ORDINANCE Trustee Bonuchi moved to adopt Ordinance No. 3224, permitting the sale of home baked goods consistent with Section 4 of the Food Handling Regulation Act. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. 7) 25TH ANNIVERSARY OF THE PLAINFIELD TORNADO Trustee O'Rourke moved to authorize the road closures as identified in the staff report on August 28, 2015 from 2:30 p.m. to 4:30 p.m. Second by Trustee Racich. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. PUBLIC WORKS REPORT Trustee Bonuchi moved to authorize the Village President to sign an Intergovernmental Agreement with the Plainfield Township Highway Department for resurfacing work on River Road between Fort Beggs Road and Renwick Road. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. Trustee Racich moved to authorize the Village President to award the 2015 Concrete Curb and Sidewalk Program to Davis Concrete, the low bidder, in the amount of$150,183.85. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, absent. 5 yes, 0 no, 1 absent. Motion carried. POLICE CHIEF'S REPORT Trustee Lamb moved to adopt Ordinance No. 3225, authorizing the sale of personal property. Second by Trustee Peck. Vote by roll call. Trustee Peck asked staff to keep the public aware of when the auction is. Trustee O'Rourke requested that the staff follow up with the Board after the auction. EXECUTIVE SESSION Trustee Racich moved to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (c) (6) to discuss the setting of a price for sale or lease of property owned by Village of Plainfield Meeting Minutes—August 3,2015 Page 4 the public body,not to reconvene.
