The regular meeting of Town Council was held today at 4 P.M. in the Council Ronm in the Town Hall and was attended by Mayor »own, who presided, and Corncilmen Powers, Waters, Meddin, Hosti, Lovell, Town Attorney Solms, Superintendent Reed, Chief McCutchen and Mrs. Eleanor Clark. Mrs. Clark Representing the P.T.A. requested that Fifth Street be made a one way street running East to West 3n an endeavor to solve the traffic problem which exists duri g school hours. Chief McCutchen stated that it would not solve the problem, Mrs Clark was informed that a previous request had been made to make this a one way street and that property owners in the area protested against it. The Mayor informed 1rs. Clark that Council wo'dd discuss the matter and she was excused. The Mayor stated that the Town had agreed to lay the sidewalk to the school but does not have the money and he had tried to get some help from the County with no results. Superintendent Reed reported that the Tenth Street storm sewer was choked up at the present time and drainage in the area has slowed up. He also stated that part of. the palmetto piling had arrived from Florida. Chief McCutchen stated that the 1958 Mercury Police Car was still giving trouble and Council instructed the chief to get prices on some of the less expensive cars such as Ford, Chevrolet, Plymouth or Pontiac. Councilman Waters stated that all of these manufacturers build police cars, he also stated that an effort be made to get an adjustment on the 1958 Mercury. A request that Disabled Veterans (Paraplegic) be allowed free parking privileges was granted. 1 The minutes of the meeting of September 9, 1959 were read and adopted. It was decided to cut the water off to deli,quent water takers. Bills for the month of September for General Government for $4,810.30 and for the Water Department amounting to $716.75 were on motion made and seconded, approved for payment. Councilman Lovell reported that Mr. H. M. Dunn had requested that the ditch running through Lots 81 and 126, Ward 1, be filled as in their present condition he was uhable to sell the property. Council Lovell also stated that the cost of repainting and repairing the water tower was estimated at $3000.25. Councilman Waters stated that he was approached by Perry Solomon III of the Marine Rescuth Squadron wanting to know what had been done about the request of an Ordinance covering the operation of small boats. The Mayor stated that the present Ordinance would cover it and asked what is it that they want. Mr. Solms suggested that a Resolution be drawn as it is a good thing. It was moved, seconded and passed that this be done. Councilman Waters asked if anything had been done towards putting the Police Department under Social Security and Mr. Solms stated that he had not. Mr. Solms stated that Mr. David Elmore, Attorney for Mrs.B.M.Ahernn requested that she be permitted to complete the rebuilding of a garage on her property on Fifteenth Street. Mr. Solms was informed that Council had previously denied this request as Mrs. Ahern was violating the Building Ordinance. Councilman Powers stated that the Fire Department, the Police Department, the Public Works Department, the Marine Rescue Squadron, Mr. J.J. Hutton and other Town Employees A RESOLUTION WHEREAS, the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in regular meeting assembled, have decided that certain funds now set up in the reserve fund of the Water Department of said municipality, should be transferred from time certificates of deposit in the Savannah Bank and Trust Company of Savannah to United States government bonds of short term duration earning 5% interest per annum, NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, that $25,000.00 changed from time certificates of deposit in the Savannah Bank and Trust Company of Savannah to United States government bonds of short term duration earning 5% interest per annum, and that the said bank is hereby notified that the person holding the office of Mayor of Savannah Beach, Tybee Island, Georgia, and the person holding the position of Clerk of Council of Savannah Beach, Tybee Island, Georgia, shall be the duly authorized persons to jointly execute the notice of redemption, receipt for funds at maturity, execute assignments, and perform any rights in behalf of Savannah Beach, Tybee Island, Georgia, in connection with ownership of said certificates. and also the Civil Defense be commended for their efforts during hurricane Gracie. It was the opinion of the Board that all did a very commendable job. The Mayor stated that the State Highway Department would accept sidewalks on the eastern side of Butler Avenue and partially on the western side, the Federal Bureau wants side- walks on both sides of Butler Avenue. Councilman Hosti presented some medical bills covering treatment to L.H. Blackburn in the Sanitary Sewerage Department amounting to $81.56 and moved that they be paid wh -ch was seconded and passed. He also stated that Mr. Blackburn should be put in the Hospital and be given a thorough examination. Councilman Hosti will handle the matter. The All Saints Episcopal Church requested that they be exempt from taxes on Lot 71 B, Ward 2. It was moved, seconded and passed that the request be granted. The Mayor informed Council that the Savannah Bank had reinvested $25,000.00 in the Sinking Fund from the Water Department which would add an additional $500.00 a year in interest and requested that a Resolution be adopted authorizing this. It was moved, seconded and passed that this be done. It was moved seconded and passed that the following Resolution be adopted: RESOLUTION WHEREAS, a severe hurricane occurred on September 29, 1959, and the extremely high winds caused severe damage to electrical wires, telephone communications, and other utilities and services of the municipality; and, III WHEREAS, the Civil Defense Council, American Red Cross, and other public officials of the State and County urged the citizens of Savannah Beach to evacuate to the mainland in accordance with pre — arranged plans for the safety of the general public during such storms. NOW, THEREFORE, be it resolved by•the Mayor and Councilmen of Savannah Beach, *bee Ialtnd, Georgia, in council assembled, that the employees of the municipality and especially those of the Police Department, Fire Department, Public Yorks Department, the employees and volunteers of the Marine Rescue Squadron, American Red Cross, Civil Defense Council, and the Savannah Electric & Power Company be commended for their high devotion to duty and service to this community., The work of the Police Department, Fire Department and Public Works Department exemplified the finest traditions of de- votion to duty. Their efforts were courageous and contributed to the welfare of their community over and above the call of duty and without thought of personal comfort or safety. BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of Council and a copy thereof be sent to the municipality's Police Department, Fire department and Public Forks Department and to the Marine Rescue Squadron, the American Red Cross, the Civil Defense Council, and the Savannah Electric & Power Company.
