Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on July 13,2015
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Racich,
Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee O'Rourke, and Trustee Peck. Others
present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works
Director; Scott Threewitt, Lead Engineer; Michael Garrigan, Planning Supervisor; Traci Pleckham,
Management Services Director. There were approximately 10 persons in the audience.
Trustee Peck moved to approve the Minutes of the Committee of the Whole Workshop held on
June 22, 2015. Second by Trustee Lamb. Voice Vote. All in favor, 0 Opposed.
PRESIDENTIAL COMMENTS
Mayor Collins reminded everyone that Plainfield Fest is this weekend.
TRUSTEES COMMENTS
Trustee Lamb commented on the weather radios and encouraged residents to get one from the Police
Department.
PUBLIC COMMENTS
No Comments.
WORKSHOP MEETING
#1 VIDEO GAMING
Mr. Kevin McGourty, Tap Room Gaming, asked the Board to reconsider video gaming.
Trustee Lamb expressed concern that the money spent on video gaming isn't going to other parts of
the business, like to food and drink sales, or even to another business. Trustee Peck requested data
driven research that shows losses as well as revenues. Trustee Wojowski stated that he is not
opposed, but it needs to be done correctly. Trustee Racich stated that he does not support video
gaming. Trustee Bonuchi stated that at this time, she would be a no vote, but would like more
data/research. Trustee O'Rourke stated the he too would be a no vote at this time, but would also like
more data.
After some further general discussion, it was the consensus of the Board to allow the applicant to
come back with more data including loss data to continue the discussion.
#2 143RD STREET EXTENSION
Representatives from Crawford, Murphy, and Tilly (CMT) gave a presentation regarding an
Engineering Services Agreement for the 143rd Street Extension from Route 59 to Route 126. The
representatives highlighted the recommended design, Illinois Route 59 intersection, DuPage River
Crossing, Plainfield Road intersection, Illinois Route 126 intersection, and project costs.
Mr. Persons stated that in the past, the Village was able to secure a grant totaling $2 million through
the Will County Governmental League and these funds are to be applied to the project as needed.
Mr. Persons suggested applying the grant money towards the engineering portion of the project.
It was the consensus of the Board to proceed with the project and to bring the engineering agreement
to the next Board meeting for formal approval.

#3 ADA TRANSITION PLAN
Mr. Scott Threewitt stated that as recommended by the Federal Government, the Village has
completed a draft updated document regarding the Americans with Disabilities Act (ADA) Transition
Plan. Mr. Threewitt gave an overview of the plan.
Trustee Lamb suggested having an annual update and changing the ADA Coordinator to Public
Works.
Administrator Murphy pointed out that ADA Plan will be brought to the next Village Board meeting
for consideration and formal adoption.
Mayor Collins read the reminders.
Trustee Bonuchi moved to adjourn. Seconded by Trustee Peck. Voice Vote. All in favor, 0
Opposed.
The meeting adjourned at 8:24 p.m.
