Box 2749 Tybee Island, Georgia 31328 RE: 10 th Place Drainage Issues 10 th Place Tybee Island, Georgia Diane, As per the meeting at 10 th Place with several in attendance on 2-25-14, it was decided that the existing pond needed to be cleaned and re-established to allow pond volume and conveyance to be restored to it's normally designed abilities. The lot owner where the pond is located has agreed to repair the pond and maintain it in the future. Also, it will most likely be necessary for the Swale originally designed to be on the south side of unit 2B to be re -installed. It may also be necessary for the inlet most near unit 2B to be lowered to allow for the re -installed swale to function properly. The City of Tybee Island should notify us if the swale is to be re- installed so that we may notify the owners and their representatives. It was also brought to the attention of Mr. Downer Davis and myself that Tybee has installed 2 inlets within the last few years, on 11 th street which were connected to our drainage system for the 10 th place project. These new inlets are draining areas to the east and south which were previously draining towards the dunes. These two inlets re-routed storm water to the 10`x' place project's outfall system. Our project was designed to be the conveyance of a finite area of the 10 th place project which was then appropriate and by adding the additional storm water to this system, it may be adding water which was not designed to be in our system. As a result, we think that this added flow to our system may have caused it not to function as intended and may be one of the factors for the flooding that the neighbors are having complaints about in this area. We think that it may be possible that there could be 50% or more storm water added to our system and that the entire system should be evaluated or re-evaluated to determine how adequate the entire system now is. This letter only reflects my opinion in these matters and we do not have calculations to accompany these opinions. Please verify these determinations with your review engineer and get his opinions and/or concurrence. Davis Jr. Subject: RE: drainage plan for Tenth Place IF the city knows the drainage plan implemented does not comply with what was approved, the remedy could be against the developer & not the owners. I assume there is no owner association for the group & maybe there should be or maybe there should be one required in instances like this. If the drainage plan would have worked & was implemented, but maintenance is required, then I think notice to the owners is the way to go. I am reluctant to include the city going onto private property & doing the work in these circumstances & would prefer to issue a citation & have the court order compliance as it is hopefully less likely to end up in a dispute the city caused damage to other property or something... The notice could say that if the situation is not rectified within a certain time limit, the city will take steps it deems best including citation to court or having maintenance performed at the owner's expense.. I would want to review the notice letter before it goes. Davis Jr. Subject: drainage plan for Tenth Place Bubba, Attached is a 2005 drainage plan for 3 lots on Tenth Place. This area was developed by Howard Reeve. The oceanfront lot is a subdivided duplex so there are 4 owners. I understand the maintenance of the private system is the responsibility of the property owners. If there are issues with drainage, does the City leave it to the owners to work out who will pay for what? Or does the City direct each property owner to maintain the part of the system that is on their property? In this case, we have a complaint from a property owner adjacent to the 3 lots. STANDARD LIMITED WARRANTY OF STORMTECH LLC ("STORMTECH"): PRODUCTS (A) This Limited Warranty applies solely to the StormTech chambers and endplates manufactured by StcrmTech and sold to the original purchaser (the "Purchaser'). Should a de- fect appear in the Limited Warranty period, the Purchaser shall provide StormTech with written notice of the alleged defect at StormTech'; corporate headquarters within ten (10) days of the discovery of the defect. The notice shall describe the alleged defect in reasonable detail. StormTech agrees to supply replacements for those Products determined by StormTech to be defective and covered by this Limited Warranty, The supply of replacement products is the sole remedy of the Purchaser for breaches of this Limited Warranty. The Engineer who designed this project has used this design before with satisfactory results. I cannot identify any design defects. During the inspection, following receipt of the Engineer's certification, nether Joe Wilson or I noticed gradation of the stone being different than the Engineer had specified. Not having observed the installation of this roadway, I cannot state whether the proper sequence of procedures was followed. The increased density by this minor subdivision created increased runoff with insufficient outfall. The approved design was based on the drive remaining porous, stormwater detention and other conditions. am concerned that any repairs maintain this feature. If the drive becomes impervious, greater drainage related problems may be created. Unfortunately, the only way I am aware of to restore stability to the porous rock drive is complete removal and replacement. Please advise as you need my further involvement in this issue. Clarification shall be provided on which features will be privately maintained. 3) For clarification the plan shall be revised to not indicate placement of a structure over the storm line at the rear of the middle lot. 4) Proposed elevations of any ground level floors shall be shown. 5) Storm water storage is shown in the drainage calculations to be partially accounted for in a gravel road. The plans call for crushed stone. Calculations shall show how this storage volume was accounted for. (area of stone x depth x % voids considered_) Stone type of stone clearly on the plan to not conflict with gradation shown in drainage calculations. 6) Show 25 year pond storage height and limits of surface storage on plans. By presenting upon Lender or a confirming bank, Beneficiary certifies that Beneficiary has not and will not present upon the other, unless and until Beneficiary meets with dishonor. Beneficiary promises to return to Lender any funds received by Beneficiary in excess of the Letter of Credit's maximum drawing amount, USE RESTRICTIONS. Lender's honor of a partial draw shall correspondingly reduce the amount of credit available under this Letter of Credit. Following a partial draw, Lender shall return this original Letter of Credit to Beneficiary with the partial draw noted hereon; in the alternative, and in its sole discretion, Lender may issue a substitute Letter of Credit to Beneficiary in the amount shown above, less any partial drawls). PERMITTED TRANSFEREES. The right to draw under this Letter of Credit shall be nontransferable, except for: A. A transfer (in its entirety, but not in part) by direct operation of law to the administrator, executor, bankruptcy trustee, receiver, liquidator, successor, or other representative at law of the original Beneficiary; and B. The first immediate transfer (in its entirety, but not in part) by such legal representative to a third party after express approval of a governmental body (judicial, administrative, or executive). TRANSFEREES REQUIRED DOCUMENTS. When the presenter is a permitted transferee (i) by operation of law or (ii) a third party receiving transfer from a legal representative, as described above, the documents required for a draw shall include a certified copy of the one or more documents which show the presenter's authority to claim through or to act with authority for the original Beneficiary. TIMING OF DISHONOR. Lender may rely upon any reason for dishonor which it communicates to Beneficiary or the presenter within three (3) Banking Days after Lender has received the last document forming Beneficiary's presentment (the "Three -Day Period"), Lender shall be entitled to rely upon such reason without regard to either (i) the timing of any presentment made before the Expiration Date, or iii) the timing inside the Three -Day Period of any preliminary communicationis) from Lender concerning the dishonor decision or any reason for dishonor. For any reason for dishonor given during the Three -Day Period, Lender shall be conclusively deemed to have met the "reasonable time", "without delay", and other timing requirements as the 2006 Revision of the Uniform Customs and Practice for Documentary Credits of the International Chamber of Commerce, ICC Publication No. 600 (the "UCP") may impose. The Expiration Date shall not be extended to accommodate a presentment made less than three (3) Banking Days before the Expiration Date, and Beneficiary shall not be entitled to submit a draw request or provide Lender with any documents in support of a draw after the Expiration Date. Lender shall not be required to communicate a dishonor decision or its reasons within a time less than the Three -Day Period. "Banking Day" means any day, except Saturday, on which commercial banks located in Georgia are open. COMPLIANCE BURDEN. The submittal intent is to demonstrate the volume requirements of the approved drainage design is met. I find where others have referenced varying volume requirements but the latest approved document on file at the City is 1,971CF. How this volume requirement was met is explained in the volume exhibit dated 11-08-07 for the subdivision asbuilts in the City files. I need an exhibit demonstrating 1,971CF to concur. Michael Johnson's 06-10-14 asbuilt presented an opinion of differing benchmarks used, even with differing datums presented. The current submittal by Tom Havens needs to be on the same datum as the approved grading plans and clearly state that datum is '88. Conversions in parenthesis of the inlet and outlet inverts to the prior '29 datum would be helpful. The current plan does not show enough topographis and invert information. The previously approved design was accepted prior to the groundwater study in 2012. All elevations must be at or higher than the minimum invert from the approved design. He didn't use the configuration of the pond extending fully east as shown on the approved plans nor did he count the storage in the 3 upstream drainage boxes. With inclusion of those and minor reshaping along the rear, the volume can be reached. I'd anticipated this exercise would be simply as just volume design for modification of the maintenance neglected detention pond. It appears you're going forward with a new design report. I understand the constraints of a construction budget. As you mentioned budget, the first review was more time consuming than most. I'll be open to your design or that of any other engineer. However, with the drainage complaint of neighbors and the information available in the groundwater study, found on Tybee's website (not available during the prior study review) that must be reference now (unless you provide a site specific groundwater study), the reduction of required stormwater volume from existing conditions, the latest asbuilt or the approved design, will require very detailed and clear documentation. The survey conducted on this property in Dec. of 2012 indicated the 18" storm drain at 5.23 & the 12" outfall drains at 5.80 & 5.81 Assuming the original as -built was NGVD 29 and the new survey was NAVD88 5.9 = 4.949. 7.05 = 6.09; 7.09 = 6.139 AS -Built 2012 Survey Difference (corrected for NAVD88) 4.949' 5.23' +.281' _ +3.3" 6.09' 5.80' -.29' - -3.5" 6.139' 5.81' -.329 = -4" Regardless this does not seem to have bearing on the volume of the detention. The detention size per the as-built/design and survey is as follows: Toe Bank of pond is approx.. 7.0 for design drawing and as built. NGVD 7.0 = NAVD88 6.049 Top of Bank +/- 9.1' = 8.15'(NAVD88) Toe Bank of Pond on 2012 Survey is between 5.7 to 6.o. Top of Bank +/- 8.3 All of these numbers indicate the Pond top and bottom has remained relatively the same with both the inverts on the inlet side moved up 3.3" and the outlet inverts moving down 3.5-4". The 2032 Survey indicates the Toe Bank of the Pond being appox 45' long and the top of the bank being approx.. 60' end to end. 1 do not have a scale on the design drawing but it visually matches the design drawing and could not be off more than 24 overall based on the location of setback and property lines. The approved as -built calculation indicated a pond length of 55'. Assuming the 2/5 slope this is unlikely as this would require the top bank of the pond run from the west property line to the eastern drainage easement line with 0' tolerance. The submitted design and as -built does not reflect this condition, so 1 assume this calculation used the length of the top bank to top bank which is more in line with the graphic. Based on these numbers 1 do not see the pond has decreased in depth or -Length and no substantial siltation has occurred. However based upon the above information and the attached survey's assuming a 2/5 slope Calculated Vol. should be SECTIONAL AREA = 2.7'x12' = 32.4 sq.ft. + sloped ends - (2) t?a 5 sq.ft. = 42.4 sq.ft. TOTAL CALCULATION = 45'X 42.4 sq.ft. = 1,908 CU. FT. + LONGMDiNAL ENDS((2) Caa7 5FT. X 12') = 120 CU.FT. _ 2,028 CU.FT.* This does not include the volume of any storage capacity in the drainage structures but also does not solve the issue related to the inlet pipe being set below the detention pond bottom. Revised Sheet C-2 of the approved site development plans, stamped in 11-14-05 by the City, showed the 18" storm line discharging into the detention area at 6.00. The dual 12" PVC lines were shown as existing with no inverts shown on either of them. The "STORM DRAIN, AS -BUILT" for the subdivision, stamped in by the City on 11-14-07, showed the 18" storm line discharging into the detention area at Elev. 5.92 and the dual 12" PVC outfall having a discharge inverts of Elev. 7.05 & 7.09. Both the original and revised C -2's showed the pond bottom at Elev. 6.00. The asbuilt showed an invert of 6.5 on the side of the pond furthest to the rear of the lot (the south side) with the bottom sloping up to around 7,0 at the north side of the bottom of the detention basin. Neither the above referenced STORM DRAIN AS -BUILT or the Boundary & Topographic Survey by Yawn Land Surveys, LLC, for the Levy's, show the detention basin extending as far east as shown on C-2 of the approved design on which the permit was based. As the Engineer for the subdivision, Mark Boswell, previously stated the required volume was provided, the exact shape was not required. However, with the shortage now reported, I'm puzzled by why completing the pond at the east end is not an option. It appears to me the pond can be extended an additional 3', based on the drawing by Yawn." Review of drawings shows that the developed lot at the east end of the detention basin is raised next to the basin higher than proposed on the development drawings but this should not be an obstacle. On November 8`h, 2007 around 8; 45am, Tybee received 2 letter sized exhibits from Boswell. One showed AS -BUILT volumes and the other showed the same basin topographic formation as on the asbuilt except for contours being added. The asbuilt volume calculations showed the required storage to be 1971 cf and 2,234cf provided for a surplus of 263cf. Boswell's evaluation on June 3`d, 2014, stated that the current basin was 56cf short of the required storage as it provided only 1,828cf. However, 1,971 cf — 1,828cf = 143cf. I recommend Boswell be given the opportunity to address what I believe is a need for mathematical revision or advise me of my misunderstanding. I'll offer two other possible sources for verifying required storage is provided. The calculations considering the volume of the 3 storm structures rather than simply the cross-section of the pipe cross-section through them would document additional storage are currently provided. Both Boswell's asbuilt for the subdivision and the topo by Yawn for the Levy's indicates that the pond back slopes near the property line could be adjusted slightly further southward. In blue you will see the 20' detention basin easement drawn in as well as a 25'. Over to the right on the rear of Lot B you will see the label 10' easement. There is no 10' easement at the rear of Lot B. The label for the 10' easement on Lot B was for one of the prior designs in this project and the label was not removed with the easement when plans were revised. The presence of the 10' label is a drafting error. In looking at the line the 10' note is beside, it appears that twice that depth would be enough. After Joe questioned it and I scaled it in, it was clear a 20' detention easement would not cover the entire detention basin. I agree with you that the basin should be entirely included in the easement. 25' should be adequate/ The purpose of my email is to provide insight as to why I did not pick up on it earlier and more importantly, to clarify my understanding going forward that I am to have complete documents and review them before I give a prediction of their being satisfactory. We noted the following deficiencies: 1) 3 10th Place (the lot bordering the dunes) has water standing in the area of the missing sidewalk section on the north side lot line. This is the area that Joe and I cautioned Leo and Howard on the previous Friday. This lot cannot be approved until the downstream improvements are approved. 2) The silt fence around the detention area had failed in 3 places along the east side. In the NE corner the silt fence was clearing the ground and straw had been placed between the bottom of the silt fence and the ground. This is not acceptable. The silt fence is to be properly installed and maintained. 3) There was a sheen on the water indicating continuance of improper disposal of materials into the storm drains. 4) The lot on which the detention pond is located needs to be stabilized. As it is a parking, staging and work area stone may be more appropriate than grassing. 5) The failure of the driveway to be porous has not yet been addressed. 6) We need to review the asbuilts. As the side slopes of the pond have been sodded there is no reason they cannot be prepared at this time. 7) The end treatments of the double line for the outfall of the detention pond need to be according to plan. 8) The bottom of the pond is holding water. Some of this may be due to the bottom being below the invert of the double outfall line. It has been suggested to Howard he consider using gound cover, shrubs and trees as he addresses this item. I discussed these items briefly on Friday morning in my driveway as I was leaving town. To the best of y knowledge there are no new issues. It would be in the best interest of all for Howard to have his Engineer assist him in the above matters. Please call if you have any questions. The Engineer who designed this project has used this design before with satisfactory results. I cannot identify any design defects. During the inspection, following receipt of the Engineer's certification, nether Joe Wilson or I noticed gradation of the stone being different than the Engineer had specified. Not having observed the installation of this roadway, I cannot state whether the proper sequence of procedures was followed. The increased density by this minor subdivision created increased runoff with insufficient outfall. The approved design was based on the drive remaining porous, stormwater detention and other conditions. I am concerned that any repairs maintain this feature. If the drive becomes impervious, greater drainage related problems may be created. Unfortunately, the only way I am aware of to restore stability to the porous rock drive is complete removal and replacement. Please advise as you need my further involvement in this issue. The ground is generally flat with slopes between 0 percent and 2 percent. The proposed project is to be a minor subdivision and will have two small detention basins and storm pipes to route new run off to the existing Butler Avenue drainage system. Some of the pipes have been sized for future Tybee Island Drainage upgrades. The total site drainage basin size is 1.45 acres with the proposed subdivision being 0.40 acres. The soils in this area have been classified by the Chatham County Soil Survey Map as being Cue (Chipley-Urban Land Complex). The soils on this site have not been field verified. ANALYSIS METHOD The Rational method was utilized for the analysis of the pre -development and post -development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. The drainage portion of this project will correct some drainage issues in a neighborhood which presently does not have positive drainage. The developer of this project is providing positive drainage, which should be available to all lots, and was not required of the previous developers/subdividers. The developer is providing required detention with outfall pipes to the existing storm system. The ponds and pipes act as a restrictor and therefore limit the storm water release to the existing storm system at a rate lower than the pre -developed rate. The project proposed grading is such that the storage volume above the ponds is greater than the existing storage volume. This redesign shows storm water outfall routed south across a lot on the north side of 11 h Street. Last September I provided a letter to Tybee advising the plans proposed at that time appeared to meet the requirements of the Land Development Code of the City of Tybee Island. The comments offered below are for this proposed redesign and are not intended to be added to the previous plans. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. Mark Boswell has advised that following approval by the City of this preliminary drainage routing plan, he intends to submit complete construction plans showing grading details, erosion control measures, utility crossings and adjustments (if necessary), etc... Information I will be looking for on those plans will include but not be limited to: Easement rights allowing the storm water line to be installed across the property of others. Permission by the governing authorities & storm water system owners to tie into the system within the Butler/Hwy 80 R.O.W. Ownership of the proposed system (private or public?). Maintenance responsibilities for the proposed drainage system. The following additional comments are offered: I ) Addresses and lot #'s for the lots on each side of the pipe crossing would be helpful. 2) Using the same drafting style for the curb in Butler and on 111' Street would be consistent. 3) How is the grate inlet to match the gutter when it is offset from it? 4) Show easements on water and sewer services in 1& Place. 5) Provide top and invert elevations on upstream and downstream SS manholes in 10th Place. 6) Mark Williams advised that prior to City concurrence the DOT is to be notified of the proposed connection to the existing drainage system in Butler Avenue. 7) A property owner's association will be required to maintain the detention areas and storm drain pipe upstream of 11th Street. 8) Additional fire hydrants appear to be needed. 9) Storm crossing over sanitary sewer main in Butler needs to provide protection to the existing sanitary main due to lack of adequate separation. Are any other utilities being crossed in Butler Ave? 10) Spec the pavement replacement in Butler to match existing composition or provide equal alternative. 11) Additional detailing of the replacement of existing services in I Ph Street will be needed.
