My review is limited to drainage issues and land disturbing activities. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning, tree protection or subdivision regulation issues. Within the scope of my design review, to the best of my knowledge and belief, it is my opinion that this drainage plan meets the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. The following two comments may not require any plan revision: 1) As topo does not indicate any roadside swale, the use of the road pavement in this design as the drainage channel would be one option. It appears there is slight roadside Swale on the same side of the street fronting the adjacent lot to the south that flows into the grate inlet on the corner. I request Joe Wilson specifically advise of his concurrence of this subject lot being developed with the continuance of straight drainage to the road pavement. 2) The actual plan depth of Swale `B" where the existing elevation is 6.12 and the proposed swale finished grade is 5.9, which gives approximately a 2.64" depth where 2.95" depth is required for Swale `B" in the drainage report. Exceptions: Joint and seams covered with spray polyurethane foam and mastic. Where a partially inaccessible duct connection exists, mechanical fasteners can be equally spaced on the exposed portion of the joint so as to prevent a hinge effect. Continuously welded and locking -type longitudinal joints and seams on ducts operating at less than 2 in. w.g. (500 Pa). F-1 Duct tightness test has been performed by a certified DET verifier and meets one of the following test criteria when tested at 0.1 inches w.g. (25 Pascals): (1) Rough -in total leakage test (RIT) with air handler installed: Less than or equal to 126.0 cfm (6 cfm per 100 ft2 of conditioned floor area). (2) Postconstruction total leakage test (PCT; including air handler enclosure): Less than or equal to 252.0 cfm (12 cfm per 100 ft2 of conditioned floor area). (3) Postconstruction leakage to outdoors test (PCO): Less than or equal to 168.0 cfm (8 cfm per 100 ft2 of conditioned floor area). Heating and Cooling Equipment Sizing: F-1 Additional requirements for equipment sizing are included by an inspection for compliance with the International Residential Code, Lj For systems serving multiple dwelling units documentation has been submitted demonstrating compliance with 2009 IECC Commercial Building Mechanical and/or Service Water Heating (Sections 503 and 504). Circulating Service Hot Water Systems: M Circulating service hot water pipes are insulated to R-2. n Circulating service hot water systems include an automatic or accessible manual switch to turn off the circulating pump when the system is not in use. Heating and Cooling Piping Insulation: © HVAC piping conveying fluids above 105 degrees F or chilled fluids below 55 degrees F are insulated to R-3. Swimming Pools: F-1 Heated swimming pools have an onloff heater switch. © Pool heaters operating on natural gas or LPG have an electronic pilot light. Where pumps operate within solar- and/or waste -heat -recovery systems. F-1 Heated swimming pools have a cover on or at the water surface. For pools heated over 90 degrees F (32 degrees C) the cover has a minimum insulation value of R-12. Exceptions. Covers are not required when 60% of the heating energy is from site -recovered energy or solar energy source. Other Requirements: F -I Snow- and ice -melting systems with energy supplied from the service to a building shall include automatic controls capable of shutting off the system when a) the pavement temperature is above 50 degrees F, b) no precipitation is falling, and c) the outdoor temperature is above 40 degrees F (a manual shutoff control is also permitted to satisfy requirement's'). Certificate: F-1 A permanent certificate is provided on or in the electrical distribution panel or air handler listing the predominant insulation R -values; window U -factors; type and efficiency of space -conditioning and water heating equipment.. The certificate shall also list the calculated heating load, sensible cooling load, latent cooling load and cfm for space conditioning the duct tightness and envelope tightness test results. Buildings classified as R-2 occupancy shall indicate that the visual inspection option was used or provide envelope tightness test results. The certificate does not cover or obstruct the visibility of the circuit directory label, service disconnect label or other required labels. Specifically, job site personnel are not checking to ensure the stone delivered is the 1.5 -inch to 3.5 -inch stone they requested. Gradations that are obviously smaller will not be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the Construction Exit. Type A sediment barriers are not allowed where Type C is required as shown on the approved permit drawings. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant: steel or wood posts, post spacing, Type C or A, etc. Past violations have resulted in: 1) Sediment discharge from the site which causes unsightliness, inconvenience to others, unnecessary cleanup, and Violation Notices. 2) Increased maintenance efforts by the Department of Public Works on downstream lines. 3) Due to item 2, higher costs to island taxpayers. While these deficiencies are not the only ones, they are the most common. Heeding the above cautions should result in fewer infractions. The proposed project will be the construction of a new residential structure and will have grading and utilities. The total site is approximately 0. 13 acres with the new project being approximately 0.07 acres disturbed. Detention will not be required for this project_ The soils in this area have been classified by the Soil Conservation Service as being CuC ( Chipley Urban Complex). PRE DEVELOPMENT SITE CONDITIONS The existing site consists of one drainage area. The existing drainage area consists of 0.13 acres and has a diverse drainage pattern but drains predominantly to the east towards the 6`h avenue right of way. The existing storm water run-off volume currently leaving the site will be the maximum allowed to impact any adjacent property during post developed storm events. POST DEVELOPMENT SITE CONDITIONS The proposed site contains one drainage area but is divided by placement of the structure into two areas. New drainage is collected on site into a depressed area and is prevented from impacting adjacent properties by the use of swales. ANALYSIS METHOD The TR 55 method was utilized for the analysis of the pre -development and post -development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. These intense rainstorms do not usu- ally extended over a large area and intensities vary greatly. One common practice in rainfall -runoff analy- sis is to develop a synthetic rainfall distribution to use in lieu of actual storm events. This distribution in- cludes maximum rainfall intensities for the selected design frequency arranged in a sequence that is critical for producing peak runoff. Synthetic rainfall distributions The length of the most intense rainfall period contrib- uting to the peak runoff rate is related to the time of concentration (T,) for the watershed. In a hydrograph created with NRCS procedures, the duration of rainfall that directly contributes to the peak is about 170 percent of the T, For example, the most intense 8.5 - minute rainfall period would contribute to the peak discharge for a watershed with a T, of 5 minutes. The most intense 8.5 -hour period would contribute to the peak for a watershed with a 5 -hour T, Different rainfall distributions can be developed for each of these watersheds to emphasize the critical rainfall duration for the peak discharges. However, to avoid the use of a different set of rainfall intensities for each drainage area size, a set of synthetic rainfall distributions having "nested" rainfall intensities was developed. The set "maximizes" the rainfall intensities by incorporating selected short duration intensities within those needed for longer durations at the same probability level. For the size of the drainage areas for which NRCS usually provides assistance, a storm period of 24 hours was chosen the synthetic rainfall distributions. The 24- hour storm, while longer than that needed to deter- mine peaks for these drainage areas, is appropriate for determining runoff volumes. To represent various regions of the United States, NRCS developed four synthetic 24-hour rainfall distributions (1, IA, II, and III) from available National Weather Service (NWS) duration -frequency data (Hershfield 1061; Frederick et al., 1977) or local storm data- Type IA is the least intense and type II the most intense short duration rainfall. It usually occurs in the headwater of streams. With sheet flow, the friction value (Manning's n) is an effective rough- ness oughness coefficient that includes the effect of raindrop impact; drag over the plane surface; obstacles such as litter, crop ridges, and rocks; and erosion and trans- portation of sediment. Rainfall depth can be obtained from appendix B. Shallow concentrated flow After a maximum of 300 feet, sheet flow usually be- comes shallow concentrated flow. The average veloc- ity for this flow can be determined from figure 3-1, in which average velocity is a function of watercourse slope and type of channel. For slopes less than 0.005 ft/ft, use equations given in appendix F for figure 3-1. Tillage can affect the direction of shallow concen- trated flow. Flow may not always be directly down the watershed slope if tillage runs across the slope. After determining average velocity in figure 3-1, use equation 3-1 to estimate travel time for the shallow concentrated flow segment. Open channels Open channels are assumed to begin where surveyed cross section information has been obtained, where channels are visible on aerial photographs, or where blue lines (indicating streams) appear on United States Geological Survey (USGS) quadrangle sheets. Manning's equation or water surface profile informa- tion nformertion can be used to estimate average flow velocity.
