The silt fence is down in a small area next to the construction entrance due to Ga. Power truck working on the poles but Tom Beytagh advised it would be put back up as soon as they leave. The construction entrance does not appear to be adequate and I advised him that it needs to be corrected by using a bigger form of rock for the driveway. I also advised him that he may want to tarp or silt fence the pile of dirt standing on the property. I will check it again on Friday to see if he has complied. Photos area attached. While the deficiencies are not necessarily the fault of the owner or his agent, they are their responsibilities. The two most common areas of deficiencies are for the two most basic BMPs on projects: Co — Construction Exit Sd1 — Sediment Barrier Correct installation information can be found in the Green Book and in the Field Manual for Erosion and Sediment Control in Georgia, which is available at: http:/1www.gaswcc.orq/docs/field_manual 4ed.pdf. Specifically, job site personnel are not checking to ensure the stone delivered is the 1.5 -inch to 3.5 -inch stone they requested. Gradations that are obviously smaller will not be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the Construction Exit. Type A sediment barriers are not allowed where Type C is required as shown on the approved permit drawings. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant: steel or wood posts, post spacing, Type C or A, etc. Past violations have resulted in: 1) Sediment discharge from the site which causes unsightliness, inconvenience to others, unnecessary cleanup, and Violation Notices. 2) Increased maintenance efforts by the Department of Public Works on downstream lines. 3) Due to item 2, higher costs to island taxpayers. While these deficiencies are not the only ones, they are the most common. Heeding the above cautions should result in fewer infractions. My review is limited to land development and land disturbing activities. I have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. I offer the following clarification regarding the latest plans I approved and the 12-11-13 drainage report. 1) The report states that detention is not required. It never is for single-family lots of this type. However, as in this case unusual circumstances dictate that runoff not be directed towards certain areas. The infiltration basin could be considered as retention as it has no outlet to a storm piped or ditched system. With the high infiltration rate of the sands in this area, it could have been modeled as a detention basin. 2) Rounding to the 10" of a cfs is about as far as the accuracy of the calcs. can be depended on. Doing so, for the 10 and 25 year events, there is no increase. For the other storms listed there is no more than a 10'h of a cfs increase. This demonstrates the Owner and the Owner's agents have given consideration to the downstream properties. 3) 1 am aware of consideration being given to the future damage to the permeable paved driveway by heavy equipment traffic during construction of the lot to the rear (north). I believe am the one that first mentioned this. I agree it's practical from a construction point of view to allow the drive to be gravel, meeting only the 1" retention or 1.2" extended detention requirement at this time. However, from a drainage point of view, until the truly permeable drive called for in the latest plans I reviewed is installed, the design of the plans I last reviewed has not been complied with. To the best of my knowledge and belief, with the above stated clarifications, it is my opinion that this drainage plan meets the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. Regarding the talcs, hand calcs. are often more appropriate, as they were in this case where I didn't have to flip through a manual of printouts. The talcs. are for the 10 year storm and Tybee Code requires the 25 year storm be considered. The Engineer has demonstrated that the pert rate of the sand alone will address the 10 year storm. If the volume in the depressed area is considered, it will address at least part of the additional requirements to meet the 100 year storm. Additionally, I wouldn't be surprised if a pert test didn't show a rate higher than the 12"/hour used. The Engineer might consider running such. 2. The perc rate of 12"/hour also considers the pavers. I know of no paver that will absorb that. Additionally, the truly pervious pavers (S% minimum void ratio), only are only expected to take maximum of approximately 5"/hour (which addressed the 24 hour - 25 year storm). That part of the calculation needs to be considered. 3. The note on the left-hand side of the plans shows the pavers must meet Tybee's Code. This allows for a much smaller void area which would not meet the perc. rate needed in this design. A truly permeable paver is to be specified for this design. If the Engineer wishes to specify only that the pavers must meet Tybee's Code, additional design considerations must be considered. 4. This appears to be a suitable approach to compliance and minor adjustments should bring it into compliance. It usually occurs in the headwater of streams. With sheet flow, the friction value (Manning's n) is an effective rough- ness coefficient that includes the effect of raindrop impact; drag over the plane surface; obstacles such as litter, crop ridges, and rocks; and erosion and trans- portation of sediment_ These n values are for very shallow flow depths of about 0.1 foot or so. Rainfall depth can be obtained from appendix B. Shallow concentrated flow After a maximum of 300 feet, sheet flow usually be- comes shallow concentrated flow. The average veloc- ity for this flow can be determined from figure 3-1, in which average velocity is a function of watercourse slope and type of channel. For slopes less than 0.005 Wft, use equations given in appendix F for figure 3-1. Tillage can affect the direction of shallow concen- trated flow. Flow may not always be directly down the watershed slope if tillage runs across the slope. After determining average velocity in figure 3-1, use equation 3-1 to estimate travel time for the shallow concentrated flow segment. Open channels Open channels are assumed to begin where surveyed cross section information has been obtained, where channels are visible on aerial photographs, or where blue lines (indicating streams) appear on United States Geological Survey (USGS) quadrangle sheets. Manning's equation or water surface profile informa- tion can be used to estimate average flow velocity. Average flow velocity is usually determined for bank full elevation. (210 -VI -1'R-55, Second Ed., dune 1986) 2-5 Appendix B Synthetic Rainfall Distributions and Rainfall Data Sources The highest peak discharges from small watersheds in the United States are usually caused by intense, brief rainfalls that may occur as distinct events or as part of a longer storm. These intense rainstorms do not usu ally extended over a large area and intensities vary greatly. One common practice in rainfall -runoff analy- sis is to develop a synthetic rainfall distribution to use in lieu of actual storm events. This distribution in- cludes maximum rainfall intensities for the selected design frequency arranged in a sequence that is critical for producing peak runoff. Synthetic rainfall distributions The length of the most intense rainfall period contrib- uting to the peak runoff rate is related to the time of concentration (T,) for the watershed. In a hydrograph created with NRCS procedures, the duration of rainfall that directly contributes to the peak is about 170 percent of the T,. For example, the most intense 8.5 - minute rainfall period would contribute to the peak discharge for a watershed with a T, of 5 minutes. The most intense 8.5 -hour period would contribute to the peak for a watershed with a 5 -hour T, Different rainfall distributions can be developed for each of these watersheds to emphasize the critical rainfall duration for the peak discharges. However, to avoid the use of a different set of rainfall intensities for each drainage area size, a set of synthetic rainfall distributions having "nested" rainfall intensities was developed. The set "maximizes" the rainfall intensities by incorporating selected short duration intensities within those needed for longer durations at the same probability level. For the size of the drainage areas for which NRCS usually provides assistance, a storm period of 24 hours was chosen the synthetic rainfall distributions. The 24- hour storm, while longer than that needed to deter- mine peaks for these drainage areas, is appropriate for determining runoff volumes. Therefore, a single storm duration and associated synthetic rainfall distribution can be used to represent not only the peak discharges but also the runoff volumes for a range of drainage area sizes. To represent various regions of the United States, NRCS developed four synthetic 24-hour rainfall distributions (1, IA, II, and IIT) from available National Weather Service (NWS) duration -frequency data (Hershfield 1061; Frederick et al., 1977) or local storm data Type IA is the least intense and type R the most intense short duration rainfall. The four distributions are shown in figure B-1, and figure B-2 shows their approximate geographic boundaries. 24 Types I and IA represent the Pacific maritime climate with wet winters and dry summers. Type III represents Gulf of Mexico and Atlantic coastal areas where tropi- cal storms bring large 24-hour rainfall amounts. Type II represents the rest of the country.
