The regular meeting of Town Council was held today at 4 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Peters, Hosti, Powers, Waters, Lovell, Meddin, Town Attorney Solms, Jr.,Superintendent Reed, Chief McCutchen and Mrs. Pauline Hunter, Mrs Henry Jackson, Mrs. Jack Knauz and Mrs. Louise Griffin. Mrs. Hunter speaking for herself and the other ladies present stated that they were a Committee from the Garden Club, a division of the Savannah Beach Chamber of Commerce, and would like to have the parade grounds in Fort Sereven cleared up as they had planned to start their activities there and wanted to know how soon they could get it. Mayor Brown informed them it was a commendable thing and that Council would help all that they could but at the present time the parade grounds is not owned by the Town but that it is hoped that it could be acquired real soon. The Committee was excused. W. Reed stated that he had nothing to report except as to the fishing pier he was waiting on the weather to clear up and that he needed five new piling; that the new jail was progressing satisfactorily. Chief McCutchen reported on the new police car that the siren and light were being installed and the lettering was being painted. He also reported that Officer Billy Fields was being replaced by Officer James W. Price, effective December 1, 1959. He also reported that nineteen dogs were picked up and that eleven had been disposed af. The Mayor and Councilmen congratulated Chief McCutchen on rescuing W. Cris Blair who fell into Tybee Inlet on December 8th. The minutes of the meeting of November 18th were read and adopted. » �. The Mayor informed Council that Mr. Madison Brower of the Civil Defense had informed: him that the Town could buy two Portable Generators at $35.00 each and suggested that they be purchased to be used in case of emergency. It was m oved, seconded and passed that they be purchased. It was moved, seconded and passed that bills for General Government for the month of November amounting to $1302.22, for the New Jail amounting to $1528.11 and for the Water Department amounting to $262.01 be paid. It was moved, seconded and passed that cigarettes and tobacco be given the prisoners and guards at the Convict Camp at Christmas Time as a Christmas present. Councilman Hosti reported that Mr. Aycock had been contacted several times to come down and fini h the job on Second Avenue but up to date we have not heard from him. It was moved, seconded and passed that the salaries of the town employees for the month of December be paid on the 15th. The Mayor reported that a meeting was held in the auditorium on Tuesday, December 8th at 11 A.M. and was attended by representatives of the State Highway Department, the Federal Government representatives from the Chatham County Commissioners and also members of Council and himself and a group of private citizens. The meeting was held for the purpose of ascertaining if any property owner wanted to register a pro4est against 12 building of a road. There were no protests. Council will have to decide today what is to be done, if the project is dropped now it would be difficult to get it going again for years. The road to go to Sixteenth Street. It is roughly estimated that to relocate the utilities would cost approximately $00,000.00 and this would have to be done at the Town's expense and he would like to know the thoughts of Council as to whether the money should be spent on +:this or whether it would be spent for other necessary needs when and if the need arises. It was suggested in the meeting that the rood be widened to Butler Avenue and First Street then do a re- surfacing job on Butler Avenue to Sixteenth Street. Councilman Hosti stated that the road should be built as planned all the way. Mr. Solms stated that there are not enough facts available at this time as to the Town's liability, it will also be necessary to secure rights -of •way. He stated that if Butler is not in- cluded in this project it is doubtful if it will be paved for a long time. It was suggest- ed then that a Committee go back to Atlanta. Councilman Hosti suggested that real estate be re- assessed and also that the beerse_be increased if necessary to raise money. Mr. Solms stated that a contract could not be let until probably March 1960 to build the road. He also stated that it is possible that the Town might be able to get some Federal money for the project. The Mayor asked if action should be delayed until more data could be acquired. Council decided that it would be well to delay the matter until a later date and also that the Mayor and Mr; Solms go to Atlanta to see the Highway officials. It was stgtedtthathMt .
