HomeMy Public PortalAbout02/19/2013 Special CCMSPECIAL MEDINA CITY COUNCIL MEETING MINUTES OF FEBRUARY 19, 2013 The City Council of Medina, Minnesota met in special session on February 19, 2013 at 6:00 p.m. in the City Hall Chambers. Mayor Crosby presided. I. ROLL CALL Members present: Crosby, Martinson, Anderson, Pederson and Weir. Members absent: Also present: City Planner Dusty Enke, Sergeant Jason Nelson, Public Works Director Steve Scherer, and City Administrator Scott Johnson. II. Enclave at Medina 4th Addition — Development Agreement — Townhome Discussion The City Council discussed Page 11, Paragraph 18 of the agreement concerning the option for the City to pay down the cost of townhomes to make them affordable. Council discussed income levels for affordable housing, the current price points for housing options in Medina, lack of mass transit, and utility access fees. Council encouraged lower cost housing options and was open to looking into deferred expenses for future projects, but did not want to move forward with the option under the development agreement III. 600 Clydesdale Trail Project Update Scott Johnson informed the City Council that staff continues to work with RJM Construction and the 292 Design Group on the project budget. The estimated budget is currently $30,000 under budget. The portions of the project that were cut will be included as alternate bids. Steve Scherer discussed the parts of the project that were cut. Staff hopes to bring these portions of the project back in once the bids are received. He also discussed the need for a generator for the building and the possibility of using the buyback option from Xcel Energy to defer some of the cost. IV. Hamel Athletic Club (HAC) Ball Field Lights Update The City Council reviewed the list of projects that HAC has proposed for 2013. The project list did not include the ball field light project. The Park Commission will review the letter from HAC at their next meeting and provide a recommendation for the City Council. Council requested staff look into who is responsible for maintenance of scoreboards and lights. Medina City Council Special Meeting Minutes 1 February 19, 2013 V. Other Council Member Weir requested a Council discussion at a future work session on subdivision standards in rural residential areas. Dusty Finke explained that this would be a part of the subdivision ordinance discussion this summer. Council Member Weir also requested that Mike McLaughlin and Peter Rechelbacher be invited to the NEMO Training in March. VI.
