AN ORDINANCE TO APPROPRIATE WITHIN THE CUMULATIVE CAPITAL DEVELOPMENT FUND
WHEREAS, Ordinance No. 21-1987 created a Cumulative Capital Development Fund pursuant
to Public Law 44-1984; and
WHEREAS, I.C. 36-9-16-3 allows the purchase or lease of land, buildings or rights -of -
way for the use of any utility acquired or operated by the City of Richmond. The
purchase or lease of motor vehicles for the use of the police or fire department,
including ambulances and firefighting vehicles with the necessary equipment,
ladders and hoses. The purchase or lease of equipment needed by the City of
Richmond for any public transportation use; and,
WHEREAS, it has been determined that it is now necessary to appropriate more money than
was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following additional sums
of money are hereby appropriated and set apart out of the fund named and for the
purposes specified. Said sum being subject to the laws governing the same.
CUMULATIVE CAPITAL DEVELOPMENT FUND
FUND BALANCE $39,900. $39,900
These funds are to be appropriated for the following:

SECTION 2. This Ordinance shall be in full force and effect from and after its passage and
approval by the Mayor and is subject to the laws of the State of Indiana governing
emergency appropriations.

PROPOSED ADDITIONAL APPROPRIATIONS[
Notice is hereby given the taxpayers of the City of Richmond, Wayne County, Indiana, that the
proper legal officers of said Municipal Corporation at their regular meeting place at 7:3(
o'clock P.M. on the 15th day of April, 1991, will consider the following additiona
appropriations in excess of the budget for the current year.[
CUMULATIVE CAPITAL DEVELOPMENT FUND $ 39,900.[
To be used for the following:[
4000-Capital Outlays $39,900.[
Taxpayers appearing at such meeting shall have a right to be heard thereon. The additiona
appropriations as finally made will be referred to the State Board of Tax Commissioners, whict
Board, upon Receipt, will hold a further hearing within fifteen days at the County Auditor';
Office of said County, or at such other place as may be designated. At such hearing taxpayer;
objecting to any of such additional appropriations may be heard. Interested taxpayers mal
inquire of the County Auditor when and where such hearing will be held.[

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on April 15, 1991 at the hour of 7:30 P.M.
Councilmember Hutton presided with the following members present:
Councilmembers: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris and Paust
Absent: None.
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of April 5 1991
day that a public hearing would be held on the 15th day of April, 1991 by the Common Council to
consider additional appropriations in excess of the budget for the year 1991 within the City of
Richmond, Indiana. The Proof of Publication was examined and found to be in order. Councilmember
Brookbank moved the Proof of Publication be received and filed, seconded by Councilmember Hankinson
and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 15 -1991.

Presidents announced Ordinance No. 15-1991 was on public hearing.
After hearing all persons present, Ordinance No. 15 -1991 was placed on final passage or rejection
and on a call of the roll the following was recorded:
Ayes: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris, Paust and Hutton (9)
Nays: None
Absent: None
The vote being 9 to o in favor of the passage of Ordinance No. 15 -1991 .

There being no further business, on a motion duly made, seconded and passed the meeting was
adjourned.
