AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING
ORDINANCE NO.2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE
OF THE CITY OF RICHMOND, INDIANA PROVIDING FOR THE REZONING OF
PROPERTY LOCATED AT 911 SOUTH L STREET AND 1227 SOUTH 9TH
STREET, FROM R-3 ONE TO EIGHT FAMILY RESIDENCE DISTRICT TO C-2
COMMERCIAL DISTRICT.
WHEREAS, the Zoning Map which is a part of Ordinance No. 2325-1968
designates and describes as R-3 One to Eight Family
Residence District the property located at 911 South L Street
and 1227 South 9th Street; and,
WHEREAS, it is the intent and purpose hereof, to change the zoning
classification of said property from R-3 One to Eight Family
Residence District to C-2 Commercial District; and,
WHEREAS, a study of this Ordinance was conducted by the Richmond
Advisory Plan Commission the day of ,1991, at
which time remonstrances were heard from all parties
interested in or affected by this Ordinance; and,
WHEREAS, the vote of the Richmond Advisory Plan Commission was
to in favor of/in opposition to recommending the
passage of Ordinance No. 18-1991.
NOW THEREFORE BE IT ORDAINED BY the Common Council of the City of
Richmond, Indiana as follows:
SECTION 1. That the zoning classification of the property described
below, and the same is hereby changed to C-2 Commercial
District and that said property be regulated in accordance
with the Zoning Ordinance of the City of Richmond, Indiana
and all amendments thereto.
Lots 5, 6, 7, 8, 9, 13, 14, 15, 16, 19, 20, and 21 in the
Parkview Addition to the City of Richmond, Indiana.
SECTION 2. This Ordinance shall be in full force and effect from and
after its passage and approval as by law aquired.

Dear Mrs. Hutton, Members of Common Council and
Mrs. Merchanthouse:
The Richmond Avisory Plan Commission conducted a public hearing on
Tuesday, April 23, 1991, on the petition of James E. Catron and the estate
of Wyatt and Eva Ballard, owners; Ron Glaub, agent; requesting a rezoning
from R-3 One to Eight Family Residence District to C-2 Commercial
District, on property located at 911 South L Street and 1227 South 9th
Street.
The property in question consists of a single family dwelling and small
accessory building located at 911 South L Street and property used by
Catron's Glass for an off-street parking area at 1227 South 9th Street.
The petition is requesting a change in zoning from R-3 to C-2 to enable
the use of the accessory building at 911 South L Street for commercial
retail purposes and to eliminate the non conforming status and place the
Catron property in the proper zoning district for its use. The Richmond
Sanitary District, the Traffic Division of the Police Department and the
Fire Department have reviewed the petition and have not identified any
concerns.
Eleven (11) notices of public hearing were sent to the residents
surrounding the site. One (1) was returned to the Plan Department in favor
of the petition and two (2) were returned oppossed to the petition. During

the public hearing, four (4) persons spoke in opposition to the petition
citing concerns about the use of the property located at 911 South L
Street for commercial purposes.
The Plan Commission voted seven (7) to one (1) to recommend to Council
that Ordinance No. 18-1991 be denied.
