The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Summary Report
Weekly Code Enforcement Efforts
The Code Enforcement Unit issued one warning within the gated community this week. The warning was issued to a
construction site which needed to have additional safety fencing installed
Criminal Investigations
Comments:
The Criminal Investigations Division closed a fraud case that occurred in August 2018 at the Gucci store. The case
involved the use of fraudulent checks to purchase legitimate gift cards. Detectives in conjuction with the FBI linked
the case to an on -going federal investigation. Bal Harbour Police provided the FBI with subject information and
probable cause to proceed with a federal investigation.
The Criminal Investigations Division inaugurated "The Exchange" flyer. This initiative aims to establish better lines of
communications with Village retailers. The flyer is used to share information about crime prevention tips, training
workshops, and the like. Detectives also shared information about recent retail theft arrests so retailers can stay alert
to persons targeting their establishments.

9700 Block of Collins Avenue
COMMENTS:
While conducting traffic enforcement on the Collins Avenue corridor, a Bal Harbour officer initiated a vehicle stop on a
vehicle that committed a traffic infraction. The driver of the vehicle refused to stop and fled westbound into Bay Harbor
Islands. Bal Harbour officers alerted the neighboring police agencies and the vehicle was subsequently stopped by a
North Miami police officer in their jurisdiction. Bal Harbour officers arrived and arrested the driver for several criminal
traffic offenses.

COMMENTS:
While patrolling the Collins Avenue corridor, a Bal Harbour officer conducted a traffic stop on a vehicle that committed
a traffic infraction. During the course of the traffic stop, the officer discovered the driver was in possession of marijuana.
The driver was arrested and transported to jail.

Menorah Parade
Surf-Bal-Bay
COMMENTS:
Bal Harbour officers assisted with the execution of the annual menorah parade. The parade route traverses Bay Harbor
Islands, Bal Harbour Village and the Town of Surfside. The parade caravan consisted of approximately 100 vehicles
and successfully travelled through the various jurisdictions without interruption.

Collins Avenue Corridor
COMMENTS:
Several off -road dirt bikes and ATVs travelled through the Village committing numerous traffic infractions. Bal Harbour
officers were in the area to assist with traffic and to ensure the Menorah parade was not interrupted. Bal Harbour Police
has coordinated a meeting with several law enforcement police executives in Miami -Dade County to discuss potential
strategies to combat this multi -jurisdiction issue.

10295 Collins Avenue / One Bal Harbour
COMMENTS:
Bal Harbour police were summoned to the One Bal Harbour residential building regarding a deceased person. Bal
Harbour officers arrived and met with security personnel who advised the resident had not been seen in a few days.
Bal Harbour officers and security personnel entered the residence and discovered the decedent in her bedroom. There
were no indications of foul play and Miami -Dade Police Homicide Investigators released the decedent to a local funeral
home.

COMMENTS:
As part of the police department's mission to enhance our training efforts, Bal Harbour officers conducted active shooter
and building search training exercises. The training included realistic training scenarios were officers utilized
simunitions (simulated ammunition). The course included search tactics, team drills, and single officer entry methods.
