Recent Water Service Disruption within the Village
The purpose of this Letter to Council (LTC) is to transmit to you information pertaining to a
recent Water service disruption and subsequent Boil Water notice which affected the
residents of Bal Harbour Village.
On April 18, 2018, Bal Harbour Village was notified by Miami Dade County Water and
Sewer Department (WASD) that they would be performing pipe inspections on their water
main in North Miami in the late evening hours on Sunday April 22, 2018. As a result of the
inspection activities, WASD advised that there was a possibility of water pressure loss for
the cities that were served by the water main. Bal Harbour Village was one of the cities
identified that may have been affected by the inspections.
On April 22, 2018, Bal Harbour Village Parks and Public Spaces Staff planned for the
possibility of water loss by preparing to open up the reserve water main provided by the
City of North Miami Beach in order to maintain water pressure within the Village. At
approximately 5:30 pm, Village staff began the preparation for the switching of water
mains by closing the appropriate valves to flush the water main that provides the water
from the City of North Miami Beach. While doing so, a bypass valve to the water main which
provides water from the WASD to the Village was shut down. The Village was not aware
that in March of 2018, the WASD switched the water service from the primary water main
to the bypass water main. The results of this switch caused the appropriate valve that the
Village closed to shut off the water to the Village.
After approximately, seven (7) minutes the Village received information that the water
service to the entire Village was off, staff immediately re-opened the closed valve and
resumed water service.
On Monday afternoon staff were able to verify the water pressure fell below the 20 psi
minimum water pressure requirement during those seven (7) minutes. Village staff
contacted the Department of Health (DOH) on Monday April 23, 2018 at 4:00 pm to notify

them about the loss of pressure, but were unable to personally reach the appropriate staff
from DOH. A voice message was left and a returned call received by the Village at 6:30
pm, on Monday evening April 23, 2018, from the DOH stating that the Village was ordered
to issue a Precautionary Boil Water Notice.
The Village immediately prepared and issued the Boil Water notification via E -blast and
WENS informing residents of the Precautionary Boil Water Notice. Additional notifications
were posted this morning via E Blast, WENS and the Village web site, (SeeAttached). The
Florida Department of Health (DOH) requires to two consecutive days of water sample
laboratory testing, documenting clean water results in order to rescind the precautionary
boiling water notice. The first test sample took place today at 12:30 pm. The second test is
schedule for tomorrow. If the tests document clean water results, the boil water notice will
be rescinded. It is expected that the results of the two tests will be received by the Village
Thursday afternoon.
Additionally, we are in contact with WASD to investigate the cause for the March 2018,
switch of the water service from the primary water main to the byp6ss water main and why
the Village was not notified in order to prevent further unnecessary water disruptions.

PRECAUTIONARY BOIL WATER NOTICE
TO: RESIDENTS OF BAL HARBOUR VILLAGE LIVING IN THE ENTIRE VILLAGE
ON SUNDAY APRIL 22, 2018, THE VILLAGE EXPERIENCED A
COMPLETE LOSS OF WATER FOR A TEMPORARY PERIOD OF
TIME, APPROXIMATELY SEVEN (7) MINUTES.
THEREFORE, AS A PRECAUTION, WE ADVISE THAT ALL WATER USED
FOR DRINKING, COOKING, MAKING ICE, BRUSHING TEETH, OR
WASHING DISHES BE BOILED. A ROLLING BOIL OF ONE MINUTE IS
SUFFICIENT. AS AN ALTERNATIVE BOTTLED WATER MAY BE USED.
WHILE WATER SERVICE HAS ALREADY RESUMED, WE ARE
COLLECTING WATER SAMPLES TO PERFORM A BACTERIOLOGICAL
ANALYSIS.
THIS "PRECAUTIONARY BOIL WATER NOTICE" WILL REMAIN IN
EFFECT UNTIL THE VILLAGE RECEIVES A LABORATORY
BACTERIOLOGICAL SURVEY THAT SHOWS THAT THE WATER IS
SAFE TO DRINK.
