Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on August 24,2015
In the Boardroom
Mayor Collins called the meeting to order at 7:12 p.m. Present were: Mayor Collins, Trustee Lamb,
Trustee O'Rourke, Trustee Peck, Trustee Racich, Trustee Wojowski, and Trustee Bonuchi. Others
present: Brian Murphy, Administrator; Jim Harvey, Attorney; Michelle Gibas, Village Clerk; Allen
Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Traci Pleckham,
Management Services Director; and John Konopek, Chief of Police. There were approximately 16
persons in the audience.
Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on
July 13, 2015. Seconded by Trustee O'Rourke. Voice Vote. All in favor, 0 Opposed.
PRESIDENTIAL COMMENTS
No Comments.
TRUSTEES COMMENTS
Trustee Bonuchi reminded everyone of the 25th anniversary memorial of the Plainfield tornado.
Trustee Lamb commented on the Community Leadership Forum that was held by Congressman
Hultgren.
Trustee Peck announced that with his job and school commitments, he may miss meetings this time
next year and that he may not run again in the next election.
WORKSHOP MEETING
#1 METRONET
John Cinelli and Kathy Schneller, Metronet, gave a presentation regarding bringing Fiber Optic based
voice, video, and data services to the Village of Plainfield. In addition to the fiber optic lines,
Metronet will open a retail store in the Village. The representatives highlighted current communities
and community benefits. Mr. Cinelli pointed out that they have services ready in about 40 months.
It was the consensus of the Village Board to continue working with staff and bring forward a
proposal at a future Village Board meeting.
#2 SALAMIE
Mr. Adam Dontz, LakeStar Advisors, and Anthony Lamonia, Oculus Development, LLC, gave a
presentation for a concept plan for a proposed residential subdivision, Central Park of Plainfield, to
be located north of 127th Street, between 248th Avenue and Van Dyke Road. The concept includes a
306 unit apartment component and 67 single-family lots on 65 acres.
Trustee O'Rourke expressed concern with the apartment component and access points. Trustee
Wojowski expressed concern rearding the apartment component as well as the number of previously
approved rental units along 1271 Street. Trustee Racich expressed concern regarding the apartment

component and density. Trustee Lamb expressed concern regarding the apartment complex,the
location, and not conforming to the Comprehensive Plan. Trustee Bonuchi expressed concern with
the apartment complex.
#3 SPECIAL USES (ZONING ORDINANCE)
Mr. Garrigan stated that the Village Board has requested to look at the use matrix of the Village's
Zoning Ordinance. Mr. Garrigan identified several uses that may be appropriate for a Special Use.
Trustee O'Rourke clarified that Special Uses are not eliminating or denying the use, it is just another
layer of review. Trustee Lamb suggested making all of the uses identified as a Special Use. Trustee
Peck stated that he likes Trustee Lamb's suggestion, but thought that banks without a drive-thru
should not be a special use. Trustee Peck also suggested a clear definition of what some of the uses
are. Trustee Wojowski agreed with Trustee Lamb and suggested including liquor and tobacco shops.
Trustee Bonuchi stated that she agreed with the Trustees' suggestions.
Administrator Murphy stated that staff will continue working on the ordinance and bring back
revisions for review.
Mayor Collins read the reminders.
Trustee Lamb moved to adjourn to Executive Session as permitted under the Open Meetings Act,
under Section 2 (c)(6)to discuss the setting of a price for sale or lease of property owned by the
public body, not to reconvene. Second by Trustee Racich. Vote by roll call. Lamb, yes; O'Rourke,
yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
The meeting adjourned at 8:50 p.m.
