OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY; ATTORNEY; M.GIBAS, VILLAGE CLERK; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER,ROLL CALL/PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 16 persons in the audience. PUBLIC COMMENTS No Comments. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Bonuchi moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 2) DRUM FARM ANNEXATION (Case#1693-063015.AA) Trustee Racich moved to open a Public Hearing regarding an annexation agreement and annexation of property located at Route 30 and Spangler Road. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed. Trustee Racich moved to direct the Village Attorney to draft the necessary ordinances approving the annexation agreement and annexation for the property located at Route 30 and Spangler Road. Second by Trustee Lamb. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 3) BOULEVARD ANNEXATION (Case#1693-073115.AA) Trustee Lamb moved to open a Public Hearing regarding annexing property located at Route 30 and I-55. Second by Trustee O'Rourek. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Bonuchi moved to direct the Village Attorney to draft an Ordinance annexing the property located at Route 30 and I-55. Second by Trustee Wojowski. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. DRUM FARM ANNEXATION Mayor Collins called the meeting to order at 7:01 p.m. Present roll call stands. Mr. Garrigan stated that the applicant is seeking to annex approximately 2.5 acres into the Village and to get the subject property entitled for B-3 zoning. The subject site is currently vacant and is located at Route 30 and Spangler Road. The applicant is interested in being included in a potential TIF. The property is currently owned by the bank and the applicant has not identified a commercial user for the site. There were no public comments. Trustee Racich moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed. BOULEVARD ANNEXATION Mayor Collins called the meeting to order at 7:03. Present roll call stands. Mr. Garrigan stated that the applicant is seeking to annex 160 acres. The subject site is located at the northwest corner of Route 30 and I-55. An annexation agreement for approximately 74 acres was approved in December 2007 which generally covered the property north of Mink Creek and which has been identified for future commercial development. The property north of Mink Creek was not formally incorporated within the terms of the previously approved annexation agreement or rezoned. The subject parcel would be a critical element for the long term success of any future TIF. There were no public comments. Trustee Lamb moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee O'Rourke. Voice Vote. All in favor, 0 Opposed.
