A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE AWARD OF CONTRACT TO CONSTANT ASSOCIATES, INC. TO UPDATE THE
LYNWOOD NATURAL HAZARD MITIGATION PLAN IN AN AMOUNT NOT TO
EXCEED $51,563
WHEREAS, in April 2019, staff issued a Request for Proposal (RFP) to request
proposals from qualified firms to coordinate, facilitate, and prepare an updated Natural
Hazard Mitigation Plan (HMP); and
WHEREAS, the City received proposals from the following firms: BOLDplanning,
Inc., Constant Associates, Inc., and Emergency Planning Consultants in response to the
RFP; and
WHEREAS, after review of the proposals, staff selected Constant Associates, Inc.
as the firm that can best meet the City's needs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood finds and declares that the
foregoing recitals are true and correct, and incorporates said recitals fully into this
Resolution as substantive findings.
Section 2. That the Lynwood City Council approves of Constant Associates,
Inc. to develop and provide a Natural Hazard Mitigation Plan for the City of Lynwood.
Section 3. That the Lynwood City Manager and his designated representatives
are authorized to negotiate and draft a contract with Constant Associates, Inc. to develop
and provide a Natural Hazard Mitigation Plan for the City of Lynwood, with terms and
conditions as detailed in this staff report and under the terms included in the RFP and all
other provisions of the 2016 FEMA Pre-Disaster Mitigation grant program.
Section 4. That the City Council authorizes the Mayor to execute a contract with
Constant Associates, Inc. in a cost not to exceed the $51,563 in grant funding and in a
form approved by the City Attorney.
Section 5. That this resolution shall take effect immediately upon its adoption.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the
City of Lynwood, California this 1st day of October 2019.
