The property in question consists of a lot located in John Smith's Addition, which is one of the earliest subdivisions in the City of Richmond. The property is also located in the Old Richmond National Register Historic District. The R-3 Zoning District regulations allow certain commercial uses to be established on property located in National Register Historic Districts through special use rezoning. The intent of the R-3 regulation is to promote the continuation of restoration activities in historic districts by providing for a mix of commercial and residential land uses calculated to benefit the continued growth of the area but also maintain a residential character in the neighborhood. Five (5) notices of public hearing were sent to the residents surrounding the site. One (1) notice was returned to the Plan Department not oppossed to the petition. During the public hearing, no one spoke in opposition to the petition. Ordinance No. 49-1991 Page 2 The Plan Commission determined that the petition complies with the requirements of the Zoning Ordinance and voted seven (7) to one (1) to recommend to Council that Ordinance No. 49-1991 be adopted.
