The regular meeting of Town Council was held today at 4 P.M. in the douncil Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti,
Powers, Utters, Lovell,MeddineTown Attorney Solms Sr.,Chief MoCutchen and Supt.
Reed.
The minutes of the meeting of December 9th were read and adopted.,
The Mayor reported that he had contacted Mr. Gillis in Atlanta recently and the plan
now is to go all the way and work on the road. He stated that at this time he did
not have definite plans as to the removal of the water and sewerage mains.
Mr. Reed reported that work had started on the fishing pier and that the work on the
new jail was also progressing. He also reported that Frank Kania is in the hospital
and as to the First Street Groin he has been unable to get the labor to proceed with
the work on this project.
The Mayor asked Mr. Solms if the several property owners who own old delapidated
buildings had been notified to either fix them up or tear them down. Mr. Solms
stated that he had a file on this. The Mayor suggested that they be given thirty
days notice to correct the situation or the Town will raze them and bill the owners.
Councilman Lovell asked when the work on the road would start and Mr. Solms stated -
that the Highway Department usually does not let contracts while the Legislature is
in session.
Chief McCutchen read a report of the operations of the Police Department for 1959
and that he needed some help on the handling of stray dogs that the dog catcher's
truck was being repaired. Be also suggested that some changes be made in the floor
plan of the new jail so that it will be more donvenient for the judge. The Mayor
stated that if it would make things more convenient for him it would be changed.
Councilman Hosti stated that he would handle with Superintendent Reed regarding this.
Councilman Lovell wanted to know what was going to be done with the old jail and the
Mayor stated that at present he did not know.
Councilman Meddin informed Council that he had talked to most of the directors of the
Fort Screven Development Company relative to the parade grounds and that they are
willing to lease it to the town for five or ten years with the option of a renewal
at a dollar per year. The Mayor stated that the lease should be for a longer period
than a maximum of ten years and that Council would not be interested in a five or ten
year lease.
It was moved, seconded and passed that bills for General Government amounting to
$1704.69, for the New Jail $2048.61, Thomas & Hutton $1382.10 and for the Water De-
partment $274.98 be paid. The Clerk was instructed to pay $420.00 as an non account"
payment on the Thomas & Hutton bill.
The Mayor informed Council that the Town was going to need more money. Mr. Solna
requested authority to have Mr. David Elmore to do some legal work on the right- of•way
easements under supervision of Mr. Solms.

Councilman Waters asked what was the status of Social Security for the Polide De-
partment at the present tine. Mr. Solms stated that there was nothing as yet.
Councilman Waters suggested that the Town should be re— zoned. The Mayor stated that
that this work should be done after the road is finished. Mr. Solms stated that
thought should be given to it.
Councilman Hosti informed Council that Frank Kania was in the hospital and that the
family needed help. It was decided to continue Mr. Kania's salary for the present.
A petition was presented to place a 3 x 6 sign at George's Place on Butler Avenue in
their parking lot. It was moved, seconded and passed that permission be granted.
Councilman Hosti moved that a Resolution be adopted to amend the Town's Charter so as to
provide for the use of voting machines in the Tybee elections, the motion was seconded
and passed. Mr. Solms was instructed to place the proper advertisements in the paper
and draw up the necessary documents for presentation to the Legislators.
Councilman Hosti moved that the 1959 motional Electrical Code be adopted and the motion
wits seconded and passed.
