A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING
A CONTRACT TO AVANT GARDE, INC. AND TO CASAMAR GROUP, LLC FOR
LABOR COMPLIANCE SERVICES ON AS NEEDED BASIS FOR A TERM OF THREE
YEARS WITH TWO ADDITIONAL ONE-YEAR TERMS AT THE DISCRETION OF THE
CITY MANAGER
WHEREAS, the Public Works Department implements public works projects such
as construction, alteration, demolition, installation or repair work done under contract and
paid for in whole or in part out of public funds; and
WHEREAS, the City, as an awarding entity, has the responsibility to ensure that
public works contractors pay prevailing wages and are in compliance with public works
laws; and
WHEREAS, the City also has additional responsibility to comply with federal
prevailing wage requirements on projects receiving federal funds; and
WHEREAS, the Lynwood Municipal Code (LMC) Section 6-3.9 requires
departments to utilize a sealed request for proposal process for contracts over $15,000;
and
WHEREAS, in compliance with LMC Section 6-3.9, on July 20, 2019, the Public
Works Department issued a Request for Proposals for labor compliance services
interviewed; and
WHEREAS, the City received five (5) proposals from Avant Garde, Inc, Casamar
Group, LLC, TGC, GCAP and Wolf's Accounting Solutions; and
WHERAS, on August 26, 2019 the responsive firms were interviewed; and
WHERAS, following the review of the proposals and the interview of the
responsive firms, firms were evaluated and ranked based on the following criteria: 1)
responsiveness to the RFP; 2) experience and qualifications; 3) Ability to offer and
approach to implementing the scope of services listed in the scope of services; 4) fee
proposal and 5) information provided by references; and
WHEREAS, Avant Garde, Inc. and Casamar Group, LLC were the top two (2)
ranked firms following the evaluation of the proposals and interviews of the responsive
firms.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves the award of contract to Avant Garde,
Inc. and to Casamar Group, LLC for labor compliance services on an as needed basis.
Section 2. That the City Council authorizes the City Manager to extend the term
of the agreements via two one-year extensions.
Section 3. That the City Council authorizes the Mayor to execute an agreement
with Avant Garde Inc. in a form substantially similar to the attached Exhibit A and
approved by the City Attorney.
Section 4. That the City Council authorizes the Mayor to execute an agreement
with Casamar Group, LLC in a form substantially similar to the attached Exhibit B and
approved by the City Attorney.
Section 5. That this resolution shall take effect immediately upon its adoption.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council
of the City of Lynwood, California this 17th day of September 2019.
