AN ORDINANCE ESTABLISHING AN ENFORCEMENT AID FUND,
A NON -REVERTING FUND
WHEREAS, the Richmond Police Department receives grants and other assistance for law
enforcement and confidential investigations; and,
WHEREAS, the monies expended by the Police Department pursuant to such assistance is often
refunded or reimbursed through criminal and civil proceedings; and,
WHEREAS, the Department receives funds as a result of federal and state forfeiture proceedings;
and,
WHEREAS, the Police Department desires to capture such funds into a non -reverting fund; and,
WHEREAS, the establishment of such a fund is permitted by Indiana Code § 36-1-3-8.
NOW, THEREFORE, be it ordained by the Common Council for the City of Richmond that
Chapter 30 of the Richmond City Code be amended to add the following provisions;
SECTION 1 ESTABLISHMENT OF FUND
There is established an "Enforcement Aid Fund," which is established as a non -reverting fund for
the use and benefit of the Police Department.
SECTION 2 SOURCES
Sources of revenue for the Enforcement Aid Fund shall be limited to:
A. Monies received as reimbursement for expenditures from the fund,
B. Money received as a result of seizures under State or Federal forfeiture programs,
C. Specific appropriations by the City.
SECTION 3 PURPOSE
The purposes for which funds may be expended are limited to:
A. Operations for special investigations, and
B. Purchases of equipment and material in aid of law enforcement.
SECTION 4 DISBURSEMENT PROCEDURES
The City Controllers Office shall adopt accounting and disbursement procedures in accordance
with regulations and guidelines of the State Board of Accounts to control and account for the
receipt and disbursement of monies from this fund.

Earlier this year, the Common Council adopted resolutions authorizing the Mayor and the Board of
Public Works and Safety to proceed with the acquisition of properties for the construction of
Industries Road west of Williamsburg Pike, the expansion of Elks Club Road, and the Infill
Housing project. The Board of Works is in the process of completing the condemnation
procedure. One of the last steps of the process is the Common Council adopting a resolution
approving the award of damages by the Board of Public Works and Safety and authorizing the
expenditures of funds.
The attached resolution reviews the process accomplished by the Board of Public Works and
Safety, and authorizes the expenditure of funds to complete the acquisition.
