WHEREAS, in accordance with Indiana Code Section 36-4-3-1 et. seq., the City of Richmond desires to annex certain territory to its corporate limits; and, WHEREAS, the City of Richmond has developed a written fiscal plan and has established a definite policy by adoption of Resolution No. 28-1991, which sets forth the cost estimates of services, the methods of financing the services and the plan for organization and extension of services to the territory to be annexed; and, WHEREAS, the area to be annexed is contiguous and adjacent to the present boundary of the City of Richmond, Indiana. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana: SECTION 1. The general area is served by railroad, has frontage on Interstate 70, is served by 12" gas, water and sewer mains, is adjacent to the arterial loop proposed in the City's Throughfare Plan and is situated in the City's future industrial growth area.
