III The regular meeting of Town Council was held today at 4 P.M. in the bouncil Room in the Town Hall and was attended by mayor Brown, who presided, and Councilmen Peters, Hosti, Powers, Waters, Lovell, Meddin, Town Attorney Solms, Jr.,Chief McCutehen and Superintendent Reed. The Mayor asked what was to be done about the parade ground at Fort Screven. Councilman Meddin stated that the Fort Sereven Development Company directors wanted to hold it but are willing to cooperate. The Mayor suggested having it appraised then get together on the price. Councilman Meddin stated that if Council will sub- mit an offer he will present it. The Mayor suggested that each side appoint an appraiser and the two appoint a third appraiser. 1 It was moved, seconded and passed that the improvements on the property of Mr. & Mrs. W. C. Lain, Sectin 2 of Beach Lot 61 -62, Ward 3, be reduced to $6000.00. The minutes of the meeting of February 10th were read and adopted. The Mayor informed Council that the Town had borrowed $1.0,000.00 from the Savannah Bank & Trust Company at five (5 %) per cent interest. He also informed Council that he had spoken to Mr. Curtis of the State Highway Department concerning the Town's certification of the easements, and Mr. Curtis stated that he would accept them. The question of vacation for the town employees was discussed. It was moved, seconded J and passed that any employee of the town must be employed by the town one year before the vacation period becomes effective and also that for those employees who do not take their vacations they would not be paid extra except when an employee is asked to do extra work during his vacation period. 3-7- 4-4 It was moved, seconded and passed that voting machines be used in the forth coming election for Mayor and Councilmen totbe held on April 4, 1960 and also that the follow- ing managers be appointed to handle the election - Mrs. Annie Mae Daum, Mrs. Elizabeth Farrell, T. B. McCarroll and Mrs. Gertrude Van Trump as alternate. It was moved, seconded and passed that bills for the month of Match for General Govern- ment amounting to $1525.28, for the New :ail amounting to $4.839.54 and for the Water Department amounting to $688.50 be paid. The Mayor suggested that the old jail be made available to civic clubs and organizations to be used for their meetings. Councilman Waters will appoint a Committee to handle the matter. Councilman Lovell reported that the water tower had been painted on the interior and now they were working on the exterior. The Mayor asked Mr. Solms what was the status of the notification to be sent to the several property owners whose buildings needed to be repaired or torn down. He stated that he was handling the matter. The petition of E.C. Bobo to erect a sign on the S.E.Corner of Jones Avenue and First Street was held up. 22
