HomeMy Public PortalAbout076-1991 - ORDINANCE APPROVING COMPENSATION OF EMPLOYEES OF RICORDINANCE NO. 76-1991 AN ORDINANCE APPROVING COMPENSATION OF EMPLOYEES OF RICHMOND POWER AND LIGHT AND MATTERS RELATED THERETO. WHEREAS, the City of Richmond is the owner of and engaged in operating an electric utility system supplying electricity for public, domestic and industrial uses under the style of Richmond Power & Light (RP&L); and, WHEREAS, in compliance with the provisions of I.C. 8-1.5-3-4, the Council is empowered to fix the number and compensation of the employees of RP&L; and, WHEREAS, the compensation and employees of RP&L as of October I, 1991 has been reviewed by Council and a copy of the schedule of said employees is attached hereto, made a part hereof and marked Exhibit "A"; and, WHEREAS, Council deems it appropriate and in the public interest for the General Manager of RP&L to be given authority to grant additional salary increases or otherwise adjust salaries in an amount not to exceed 5% of the existing salary of any employee of RP&L for merit reasons; and, WHEREAS, Council deems it to be appropriate and in the public interest for the General Manager to have authority to fill any vacancy among employees that may occur from time to time and hire additional employees if they may be required with the provisions that such additional employees shall not be hired whose compensation may exceed the compensation paid the highest paid union employee covered by the then existing union contract. Any employee so hired shall be set forth in an ordinance submitted to Council at the next formal approval of all employee compensation; and, WHEREAS, the City Controller of the City of Richmond shall issue checks to the employees of RP&L upon certification to him by the General Manager that the salary vouchers are in accordance with ordinances of the Council approving employee compensation and matters related thereto; and NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, acting as Common Council and the Board of Directors of Richmond Power & Light that: SECTION 1. That the Council hereby approves the number and compensation of employees of RP&L and the salary schedule, Exhibit "A" hereto, of all the employees of Richmond Power and Light, which reflects a 4% annual increase. SECTION 2. That the General Manager of RP&L is hereby given discretionary authority to grant additional salary increases or otherwise adjust salaries in an amount not to exceed 5% of the then existing salary of any employee of RR&L for merit reasons. SECTION 3. That the General Manager is hereby granted authority to fill any vacancy that may occur among the employees of RP&L and the General Manager shall also have authority to hire additional employees if they may be required with a proviso that such additional employees shall not be hired without specific approval of this Council when their compensation may exceed the compensation paid the highest union employee covered by the then existing union contract. Employees hired under this proviso shall be scheduled in an ordinance which is to be submitted to Council for its formal approval on the succeeding October subsequent to said employment. SECTION 4. That the City Controller of the City of Richmond shall issue checks to the employees of RP&L upon presentation of a claim voucher to him signed by the General Manager that the salary vouchers which the General Manager will submit to the City Controller from time to time are in accordance with ordinances of the Council approving employee compensation. SECTI,QN 5. Discretionary merit raises of up to an additional 5% as authorized by the General Manager of RP&L and paid in 1991 are ratified and approved. SECTION 6. As continuing incentive for retaining a qualified General Manager, RP&L shall provide a "split -dollar" insurance program for the General Manager and an automobile use allowance. SECTION 7. This Ordinance shall be in full force and effect from and after its passage and execution.
