OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; K.CARLSON, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER,ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 20 persons in the audience. PRESIDENTIAL COMMENTS Mayor Collins Proclaim September 2015 as Hunger Action Month. TRUSTEES COMMENTS Trustee Bonuchi commented on Hunger Action Month and pointed out that the food banks also take monetary donations. Trustee Peck clarified that the Route 30 construction is an IDOT project. PUBLIC COMMENTS (3 —5 Minutes) Ms. Kelly Bianchi requested that the Village provide inspections on apartment rentals. Mr. John Tira expressed concern regarding the Village's mailbox replacement policy. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Bonuchi moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Wojowski moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting and Executive Session held on August 3, 2015. b) Bills Paid and Bills Payable Reports for August 17, 2015. c) Cash& Investments, Revenue, &Expenditure Reports for July, 2015. Second by Trustee Lamb. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Village of Plainfield Meeting Minutes—August 17,2015 Page 2 3) 2015 HOMECOMING PARADE L Trustee Bonuchi moved to approve the 2015 Homecoming Parade and the road closures as identified in the staff report to be held on September 26, 2015. Second by Trustee Peck. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Racich expressed concern regarding candy being thrown from the floats. Chief Konopek stated that staff will remind the organizers. 4) JnL PAINT AND SIP DBA TWISTED CORK N CANVAS Trustee Bonuchi moved to adopt Ordinance No. 3226, creating a Class "V" Liquor License for JnL Paint and Sip dba Twisted Cork n Canvas to be located at 16108 S. Route 59, Suite 112-114. Second by Trustee Wojowski. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 5) 12709 S. SHELLY LANE FENCE VARIANCE (ZBA CASE #1692-062915.V) Trustee Lamb moved to adopt the findings of fact of the Zoning Board of Appeals as the findings of fact of the Board of Trustees and, furthermore,to direct the Village Attorney to prepare an ordinance granting approval of a variance to permit placement of a black vinyl-coated chain link fence in the corner side yard at 12709 S. Shelly Lane. There was some general discussion and consensus to have staff look into modifying the ordinance. Second by Trustee Bonuchi. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 6) 14921 S. ROUTE 59 Trustee O'Rourke moved to direct the Village Attorney to draft an ordinance rezoning 14921 S. Route 59 from R-1 to Business Transition zoning. Second by Trustee Bonuchi. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT No Report. PUBLIC WORKS REPORT No Report. POLICE CHIEF'S REPORT Trustee Peck moved to adopt Ordinance No. 3227, authorizing the sale of personal property. Second by Trustee Wojowski. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Chief Konopek presented the Operations Report for July, 2015. Chief Konopek reminded everyone of the weather radio sale. ATTORNEY'S REPORT No Report. Mayor Collins read the reminders. EXECUTIVE SESSION Trustee Lamb moved to Executive Session as permitted under the Open Meetings Act under Section 2 (c) (6)to discuss the setting of a price for sale or lease of property owned by the public L body, not to reconvene. Second by Trustee Peck. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck,yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
