Held on September 14, 2015
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Lamb,
Trustee O'Rourke, Trustee Racich, Trustee Wojowski, and Trustee Bonuchi (7:15 p.m.). Trustee
Peck was absent. Others present: Brian Murphy, Village Administrator; Michelle Gibas, Village
Clerk; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Ken Goska,
Interim Building Supervisor; and John Konopek, Chief of Police. There were approximately 5
persons in the audience.
Trustee Lamb moved to approve the Minutes of the Special Meeting, Committee of the Whole
Workshop, and Executive Session held on August 24, 2015. Seconded by Trustee Wojowksi. Voice
Vote. All in favor, 0 Opposed.
PRESIDENTIAL COMMENTS
No Comments.
TRUSTEES COMMENTS
Trustee Wojowski commented on and thanked the Plainfield Police Department regarding the recent
incident at the High School.
PUBLIC COMMENTS
Mrs. Vicky Polito requested that the entire Village Board packet be posted on line.
Ms. Kelly Bianchi requested inspections on apartments.
WORKSHOP
#1 SITE PLAN REVIEW ORDINANCE
Mr. Garrigan reviewed the proposed changes to the Site Plan Review Ordinance including
maintaining visibility along commercial corridors; regulations pertaining to drive-thru lanes, and
landscaping, additional flexibility on materials, and increasing the design standards for multi-family
and townhomes.
The Village Board gave input and comments regarding the draft proposal. Staff will continue
working on the document and bring it back to another meeting.
#2 SIGN ORDINANCE
Mr. Garrigan reviewed the proposed changes to the Sign Ordinance including streamlined regulations
for temporary signage, larger monument signs, incorporating illustrations to show good and bad
examples of signage, limiting LED signage based on the location, and incorporating uniform design
for temporary signage.
The Village Board gave input and comments regarding the draft proposal. Staff will continue
working on the document and bring it back to another meeting.

#3 BUSINESS PLAN
Mr. Garrgian reviewed the proposed changes to the Business Plan including creating a unified
economic incentive plan and creating a structure of new impact fees.
The Village Board gave input and comments regarding the draft proposal. Staff will continue
working on the document and bring it back to another meeting.
Trustee Racich suggested having a meeting with the Advisory Task Force.
Mayor Collins read the reminders.
Trustee Lamb moved to adjourn to Executive Session as permitted under the Open Meetings Act
under Section 2 (C) (6) to discuss the setting of a price for sale or lease of property owned by the
public body, not to reconvene. Second by Trustee Racich. Vote by roll call. Lamb, yes; O'Rourke,
yes; Peck, absent; Racich, yes; Wojowski, yes; Bonuchi, yes. 5 yes, 0 no, 1 absent. Motion carried.
The meeting adjourned at 8:38 p.m.
