April 13, 1960.
The regular meeting-of Town ''ouncil was held today at 4 P.M. in the Council Room
in the Town Hall and was attended by Iayor Brown, who presided, and Councilmen
Powers, Waters, Lovell, Meddin, Hosti, Superintendent Reed, Chief MoCutchen, Mr.
R. L. Beeland, Mrs. Katherine Huggins and Mr. R. H. Thompson.
Mr. Beeland protested against the assessment on his property saying that it is
assessed more than similar property in his vicinity and requested that the improve-
ments be reduced by $1000.00. Referred to the Assessment Committee and Mr. Beeland
was excused.
Mrs. Huggins requested that the Ordinance regarding house humbers being placed on
buildings be enforced.
Mr. Thompson presented a petition from a number of property owners and residents in
Fort Screven who offered no objections to the operation of a Go Kart track in Fort
Screven, Mr. Thompson requested that a permit be granted for the erection of this
track. It was moved, seconded and passed that the request be granted.
Chief MoCutchen reported that the 1959 Mercury Police Car had been giving considerable
trouble and he also stated that uniforms would be gotten for the Police Women. Mr.
Powers stated that if the car is gluing trouble it should be gotten rid of now.
Superintendent Reed reported that to install the necessary water mains, eto.,at
Estill Station to furnish water for the residents in that area, the material would
cost about $7,000.00. It was moved, seconded and passed that the work be author-
ized and that Mr. Reed stabt this work as soon as possible.
The minutes of the meetings of March 9, 1960 and April 4, 1960 were read and adopted..
Bills for the month of March for General Government amounting to $3,596.97, for the
New Jail amounting to $1,057.144, Mr. Solms Fee for $524.60, partial payment .to
Thomas & Hutton amounting to $957.40 and for the dater Department amounting to
$3,155.38 were, on motion made, seconded and passed for payment.
- Superintendent Reed stated that work was progressing on the fishing pier; that the
sewer department is in need of a new truck; also the sanitary department needs a new
dump truck for garbage; the Department of Public Works needs fifty —five (55) drums for
trash cans. The Mayor stated that residents who do not have the proper garbage cans
should be placed on the docket. Referred to Councilman haters.
Councilman Lovell stated that when streets are paved the property owner should pay
their proportionate share. Councilman Meddin stated that he did not believe that
the property owners would be willing to do this.
The Mayor informed Council that the Town would need about $70,000.00 for the road and
to make improvements as needed. Councilman Hosti presented an estimate for grading,
curbing and paving Sixth Street through Thirteenth Street from Butler Avenue to the
Strand for $50,553.00 of which 029,753.00 of this would be for paving alone. The
Mayor suggested holding up on this and doing it all at one time at a later date. ,
Councilman Hosti informed Council that Superintendent Reed was having a difficult
time employing help and one of the reasons being that they will not work for wages paid
by the Town. The matter was referred to Councilman Hosti to check on getting some
help.
The Southern Bell Telephone & Telegraph Company requested permission to e*ect a
new telephone building on property adjoining the north side of Ninth Street from
First to Second Avenue. This is in connection with the proposed new dial telephone
system. It was moved, seconded and passed that this request be granted. Referrer}
to the Planning Board.
A petition -from E. C. Bobo to erect a sign on the southease corner of First Street
and Jones Avenue wqs held up.
It was brought to the attention of Council that there are some picture machines on
the island at some concession locations which are permitting obscene pictures to be
viewed by children and that this practice should be stopped.
A letter vas received from Mayor Mingledroff congratulating the Mayor and Councilmen
on their re- election and Lt. Gov. Byrd of Georgia for the telegram congratulating
the Mayor and Councilmen on their re- election.
