WHEREAS, Ordinance No. 21-1987 created a Cumulative Capital Development Fund pursuant
to Public Law 44-1984; and
WHEREAS, I.C.36-10-3-21 allows the purchase or acquisition of land, with or without
buildings, for park or recreation purposes and the building, remodeling and repair
of park and recreation facilities; and,
WHEREAS, it has been determined that it is now necessary to appropriate more money than
was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following additional sums
of money are hereby appropriated and set apart out of the fund named and for the
purposes specified. Said sum being subject to the laws governing the same.

The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on February 20, 1990 at the hour of 7:30 P.M.
Councilmember Brookbank presided with the following members present:
Councilmembers: Elstro, Lundy, Hankinson, McBride, Parker, Hutton, Morris, and Paust.
Absent: None
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of 9th day of
February 1990. Said notice stated that a public hearing would be held on the 20th day of February
1990, by the Common Council to consider additional appropriations in excess of the budget for the year
1989 within the City of Richmond, Indiana, The Proof of Publication was examined and found to be in
order. Councilmember Hutton moved the Proof of Publication be received and filed, seconded by
Councilmember Elstro and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 8-1990.
President Brookbank announced Ordinance No. 8 -1990 was on public hearing.
After hearing all persons present, Ordinance No. 8-1990 was placed on final passage or rejection and
on a call of the roll the following was recorded:
Ayes: Elstro, Lundy, Hankinson, McBride, Parker, Hutton, Morris, Paust and Brookbank
Nays: None
Absent: None
The vote being 9 to 0 in favor of the passage of Ordinance No. 8-1990.

There being no further business, on a motion duly made, seconded and passed the meeting was
adjourned.

proper legal officers of said Municipal Corporation at their regular meeting place at 7:30
o'clock P.M. on the 20th day of February, 1990, will consider the following additional
appropriations in excess of the budget for the current year.[

objecting to any of such additional appropriations may be heard. Interested taxpayers may
inquire of the County Auditor when and where such hearing will be held.[

RESOLUTION NO. 2 - 1990
(REQUEST TO REPLACE HEATING/AIR CONDITIONING SYSTEM AT RICHMOND SENIOR
COMMUNITY CENTER USI`_IG CAPITAL CUMULATIVE DEVELOPMENT FUNDS)
WHEREAS, the Richmond Senior Community Center, formerly Southview Elementary
School was renovated to serve the senior citizen population of
Richmond, Indiana and
WHEREAS, the renovation of the Richmond Senior Community Center was the highest
priority on the recently passed Capital Improvement Parks and Recreation
Bond Issue and
WHEREAS, the present heating system is inadequate and inefficient and no air
conditioning exists throughout the entire Richmond Senior Community
Center and
WHEREAS, the Bond issue prior to final adoption,by Common Council included
$160,000 to replace the existing heating system and install centralized
air conditioning throughout the Richmond Senior Community Center.
NO THEREFORE BE ITRESOLVEDBY THE PARKS AND RECREATION BOARD FOR THE RICHMOND
PARKS AND RECREATION DEPARTMENT:
That the Richmond Parks and Recreation Board requests $160,000 from the
Capital Cumulative Development Fund be appropriated to replace the
existing heating system and install new air conditioning at the Richmond
Senior Community Center.
PASSED AND ADOPTED by the Parks and Recreation Board of the Parks and Recreation
Department of Richmond, Indiana, this 10th day of January, 1990.
