AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING
ORDINANCE NO.2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE
OF THE CITY OF RICHMOND, INDIANA PROVIDING FOR THE REZONING OF
PROPERTY LOCATED IN THE 1900 BLOCK OF SOUTH L STREET, ON THE
NORTH SIDE, FROM R-2 SINGLE FAMILY RESIDENCE DISTRICT TO R-2SU
SINGLE FAMILY RESIDENCE SPECIAL USE DISTRICT AND AUTHORIZING THE
SPECIAL USE OF SAID PROPERTY AS A NONCOMMERCIAL PHILANTHROPIC
USE, NAMELY THE YWCA.
WHEREAS, the Zoning Map which is a part of Ordinance No. 2325-1968
designates and describes as R-2 Single Family Residence
District the property located in the 1900 block of South L
Street, on the north side; and,
WHEREAS, it is the intent and purpose hereof, to change the zoning
classification of said property from R-2 Single Family
Residence District to R-2SU Single Family Residence Special
Use District and to authorize the specal use of said property
as a noncommercial philanthropic use, namely the YWCA; and,
WHEREAS, a study of this Ordinance was conducted by the Richmond City
Plan Commission the 2,&Z_day of LA ,1990, at which
time remonstrances were heard from ah parties interested in
or affected by this Ordinance; and,
WHEREAS, the vote of the Richmond City Plan Commission was % to
D _ in favor of/' recommending the passage
of Amended Ordinance No. 28-1990.
NOW THEREFORE BE IT ORDAINED BY the Common Council of the City of
Richmond, Indiana as follows:
SECTION 1. That the zoning classification of the property described
below, and the same is hereby changed to R-2SU Single
Family Residence Special Use District and that said
property be regulated in accordance with the Zoning
Ordinance of the City of Richmond, Indiana and all
amendments thereto.
Lots 174, 175, 176 and 177 in the Richard's Addition to the
City of Richmond, Indiana.
SECTION 2. That as provided in Articles 21 and 48 of Chapter 154 of the
Code of Ordinances, the following described use of the
above described property is allowed as as a noncommercial
philanthropic use, namely the YWCA.
SECTION 3. That as a condition of being granted the special use and as an
additional restriction on said use, the following
requirements shall hereafter and at all times be met by the
owner of said real estate.

A. The Special Use site plan and petition shall be marked
Exhibit A and made a part of this Ordinance.
B. The owner shall install landscape screening or fencing on
the north property line to serve as a buffer between the
special use and the adjoining property.
SECTION 4. This Ordinance shall be in full force and effect from and
after its passage and approval as by law aquired.
PASSED AND ADOPTED by the Common Council of the City of Richmond,

Dear Mrs. Brookbank, Members of Common Council and
Mrs. Merchanthouse:
The Richmond City Plan Commission conducted a public hearing on
Tuesday, May 22, 1990, on the petition of Granville Foster and Charles G.
Fox, owners; Jeff Hanna, agent, requesting a rezoning from R-2 Single
Family Residence District to R-2SU Single Family Residence Special Use
District and also requesting special use authorization for a
noncommercial philanthropic use, namely the YWCA, on property located
in the 1900 block of South L Street on the north side.
The YWCA is proposing to construct a new 7,200 square foot building to
house its office and programs on four Lots in the Richards Addition. The
Lots in question are located at the northeast corner of South 19th and
South L Streets. The Traffic Division of the Police Department and the
Fire Department have reviewed the petition and have not identified any
concerns. The proposed location is adjacent to South L Street which is a
secondary thoroughfare. Land use surrounding the site is a mix of single
family and multi -family residential and institutional. The proposed
Prestwick commercial development project is located immediately south
of the property in question across South L Street.

Thirty-five (35) notices of public hearing were sent to the residents
surrounding the site. One notice was returned to the Plan Department
oppossed to the petition. During the public hearing no one spoke in
opposition to the petition.
The Plan Commission determined that the petition complies with the
requirements of the Zoning Ordinance. The Commission also determined
that the Ordinance pending before Council should be amended by adding a
condition to Section 3. of the Ordinance to require screening or fencing
on the north property line. Therefore, the Commission voted seven (7) to
zero (0) to recommend to Council that Amended Ordinance No. 28-1990 be
adopted.
